جایگاه داعش در امنیتی شدن سیاست خارجی جمهوری اسلامی ایران و اعضای شورای همکاری خلیج-فارس در خاورمیانه

داعش از جمله گروه های تروریستی است که پس از تحولات سال 2011 در منطقه خاورمیانه تاثیر زیادی بر تحولات منطقه گذاشته است و به طور خاص باعث امنیتی شدن منطقه خلیج فارس نیز شده است. در همین راستا، تبیین جایگاه داعش در سیاست خارجی ج.ا. ایران و امنیتی شدن آن در منطقه خلیج فارس مهم ترین هدف مقاله حاضر را تشکیل می دهد.روش مورد استفاده در این پژوهش توصیفیتحلیلی است که پس از توضیح وضعیت امنیتی موجود در منطقه غرب آسیا و به طور خاص منطقه خلیج فارس، به تحلیل و تبیین جایگاه داعش در امنیتی شدن سیاست خارجی ج.ا. ایران در منطقه پرداخته می شود. دامنه بحث حاضر منطقه غرب آسیا و به طور خاص منطقه خلیج فارس است که در پاره ای از مواقع منطقه شامات را نیز وارد بحث می کند. بازه زمانی نیز سال های 2011 تا 2019 میلادی است. جمهوری اسلامی ایران، اقدامات ناشی از قدرت گرفتن داعش را تهدیدی برای امنیت خود در منطقه تلقی می کند، زیرا قدرت گرفتن جریان های رادیکال نظیر داعش به معنی تضعیف جبهه مقاومت و همچنین افزایش قدرت جریان های سلفی به رهبری عربستان سعودی است. همچنین تضعیف جبهه مقاومت و تضعیف عراق به عنوان یک کشور شیعی و همسو با سیاست های منطقه ای ایران از جمله پیامدهایی است که بر اثر قدرت گرفتن داعش می تواند پدید آید.مهم ترین نشانه های امنیتی شدن سیاست خارجی ایران پس از قدرت گرفتن داعش در دو وجه ایجابی و سلبی نمایان است. در وجه ایجابی؛ حضور مستشاری در سوریه، حمایت از جریان های شیعی و انقلابی در یمن، بحرین، عربستان و در وجه سلبی؛ ممانعت نظامی، مستشاری و رسانه ای از قدرت گرفتن داعش در عراق و سوریه است. کمک به دولت های مرکزی عراق، سوریه در راستای امنیتی شدن سیاست خارجی ج.ا. ایران قابل تفسیر است.

Position of ISIS in Security of the Foreign Policy of the Islamic Republic of Iran and the Gulf Cooperation Council in the Middle East

Abstract As a terrorist group, ISIS has had a significant impact on developments of the Middle East, so that the formation of ISIS and its subsequent developments could be regarded as one of the milestones in the Middle East. This terrorist group is now recognized as one of the security issues in the world and in the Middle East, which has particularly affected the foreign policy of the Persian Gulf states, i.e. the members of the Gulf Cooperation Council and the Islamic Republic of Iran. In this regard, the present study aimed to assess the position of ISIS in the security of the foreign policy of the Gulf Cooperation Council countries and the Islamic Republic of Iran as two effective variables. The main research question was: ldquo;What are the components that make secure the political environment of the Persian Gulf region and the Middle East? rdquo; The research hypothesis was as follows: ldquo;Ideological and geostrategic competitions between political systems of the region and the rise of ISIS as a terrorist group have exacerbated security approaches in the region rdquo;. The results of this study indicated that the increased regional violence in the Persian Gulf region and the Middle East was caused by the support of some members of the Gulf Cooperation Council for the growth of Takfiri thoughts and the formation of groups such as ISIS in the region. . The present study used a descriptiveanalytical method and the data were collected through the library method.
