تاثیر روابط ایران و ترکیه بر روند همگرایی در خاورمیانه

ایجاد خاورمیانه ای مبتنی بر همگرایی در مقایسه با اتحادیه اروپا که از جنگ خانمان سوز جهانی دوم به همگرایی رسید، امکان پذیر می باشد. تجربه موفق اروپا در گرایش به همگرایی بیش از همه مدیون همکاری دو دولت هم پیمان آلمان و فرانسه بود. پیش شرط تکرار موفقیت اروپا در منطقه خاورمیانه؛ تعیین دو دولت پیشرو در خاورمیانه است. ایران و ترکیه دو دولت غیرعرب منطقه، جزو پرجمعیت ترین کشورهای منطقه اند که از نظر جغرافیایی در همسایگی هم قرار دارند.مناسبات این دو دولت پس از روی کار آمدن حزب عدالت و توسعه در ترکیه؛ دستخوش تغییراتی شد و بهبود یافت و این دو دولت همکاری نزدیک و مشترک خود را برای تاثیر بر منطقه آغاز کردند. با این اوصاف، مقاله حاضر با هدف بررسی تاثیر روابط ایران و ترکیه بر روند همگرایی در خاورمیانه در سال 1397 انجام پذیرفت. روش تحقیق کیفی از نوع تحلیلی بود. ابزار گردآوری اطلاعات اسنادی بود. نظریه نوکارکردگرایی ارنست هاس در زمینه همگرایی به عنوان پایه تئوریک پژوهش حاضر انتخاب شد. جهت پاسخ به سوال های تحقیق؛ چالش ها و فرصت های ناشی از روابط ایران و ترکیه در حوزه های مختلف شناسایی و اولویت بندی شد. نتایج نشان داد: ایجاد همگرایی در منطقه خاورمیانه در پی گسترش روابط ایران و ترکیه در حوزه های اقتصادی، امنیتی، فرهنگی و سیاسی با تدوین چشم انداز همگرایی و با شعار » قدرتمندیِ منطقه، نه قدرتمندی در منطقه « و با تشکیل اتحادیه ای فراملی توسط دو دولت و با گسترش به سایر دولت های منطقه طبق نظریه سرریز هاس محقق می گردد.

The influence of Iran and Turkey relations on the prospect of integration in the Middle East

Creating aconvergence Middle East in comparison to the European ::::union::::after the Second World War seems possible.Europe's successful experience of convergence was due to the cooperation between two allied countries of Germany and France. The prerequisite fact of replicating Europe's success in the Middle East is to identify two leading states for this region. Iran and Turkey are two nonArab neighbor countries of the region that are among the most populous countries in the region. After the rise of Justice and Development Party in Turkey, the relations between these two countries have changed and developed. These two countries began to work closely together and they initiate cooperation to improve convergence. Thereforethe present study investigated the effect of relations between Iran and Turkey on the progress of integration in Middle East in 2018. This is a qualitativeanalytical research and the data was collected through documentarylibrary information. The neofunctionalism theory of Ernest B. Hass was used inIntegration field. The challenges and opportunities of Iran and Turkey relations were examined and classified in different criteria. The obtained results revealed that integration can be established in the Middle East following the expansion of IranTurkey relations in the areas of economic, security, culturalreligious and political by developing an integration perspective and with the slogan The power of the region not the power in the region , formation of transnational ::::union:::: by these two countries and expansion of it to other countries in the areas based on the Hass rsquo;s Spillover Theory.
