بررسی و آسیب‌شناسی عرضه نفت خام در بورس انرژی

بورس انرژی با هدف فراهم آوردن بازاری متشکل، قانونمند و رقابتی جهت کشف منصفانه قیمت‌ حامل‌های انرژی در سال 90 شروع به‌کار کرد و به‌دلیل اهمیت این بازار به‌عنوان یکی از ابزارهای توسعه بازار انرژی و تحقق رشد اقتصادی، در بند ح ماده 4 قانون برنامه پنج‌ساله ششم توسعه به آن پرداخته‌شده و دولت مکلف به توسعه بازار انرژی و عرضه نفت خام در بورس انرژی شده است. با توجه به تمرکز سیاست‌های کلان بر افزایش صادرات و لزوم تنوع در روش های فروش جهت مقابله با تحریم ها و ارتقاء جایگاه جمهوری اسلامی ایران، لزوم ایجاد بازاری متمرکز برای کشف قیمت و معامله نفت به‌عنوان یک کالای راهبردی در منطقه، بیش‌ازپیش احساس می‌شود. همین موضوع، زمینه‌ساز طرح قیمت‌گذاری نفت در داخل کشور شده است. پژوهش حاضر کوشیده است با استفاده از روش تحلیل مضمون، ضمن شناسایی چالش‌های عرضه نفت در بورس انرژی از طریق مطالعات کتابخانه‌ای، بررسی اسناد و مدارک و مصاحبه با صاحب‌نظران این حوزه به ارزیابی موفقیت و کارایی بورس انرژی به‌عنوان بازاری شفاف و رقابتی در عرضه محصولات نفتی بپردازد و در آخر جهت بهبود عملکرد بورس انرژی پیشنهاداتی ارائه گردد که قابل استفاده برای سیاست‌گذاران و مدیران اجرایی این حوزه باشد. این پژوهش ذیل کمیسیون زیربنایی و تولیدی مجمع تشخیص مصلحت نظام صورت پذیرفته است.

examination and pathology of crude oil and product supply on the energy exchange

the energy exchange started working in 1990 with the aim of providing an organized, legal and competitive market for the fair discovery of the energy carriers’ prices. due to the importance of this market as one of the tools for the development of the energy market and the realization of economic growth, it has been addressed in the sixth five-year development plan of iran. therefore, the government has been obliged to develop the energy market and supply crude oil in the energy exchange. considering the indisputable concentration of macro-policies on increasing exports and also the need to diversify sales procedures to deal with sanctions with the aim of improving the position of the islamic republic of iran, the need to create a centralized market to discover the price and trade of oil as a strategic commodity in the middle east is felt more than before. this issue has become the basis of the oil pricing plan in the country.the current research aims to evaluate the success and efficiency of the energy exchange as a transparent market by using thematic analysis method, while identifying the challenges of supplying oil in the energy exchange through library studies, reviewing documents and interviewing experts. to improve the performance of the energy exchange, some suggestions have been made to be used by policymakers and executives in this area.
