بررسی ظرفیت های دیپلماسی انرژی اوپک: تداوم عضویت راهبرد یا مانع توسعه ی صنعت نفت ایران

اوپک از قدیمی ترین سازمان های موثر در عرصه بازار نفت است که در دهه ی 1960 با هدف تنظیم و تعادل در بازار نفت شکل گرفت. از طرف دیگر، وابستگی روزافزون کشورها به منابع نفت و گاز، مسئله امنیت انرژی در عرصه دیپلماسی را بیش از پیش تقویت نموده است. کشور ایران به عنوان عضو قدیمی و موسس اوپک با تولیدکنندگان بزرگ نفتی عضو در این سازمان درصدد تنظیم بازار از زمان تاسیس آن بوده‌اند. در سالهای اخیر نظریات مختلفی مبنی بر کارایی تصمیمات و قدرت اوپک در بازار مطرح نموده و تردیدهای جدی در خصوص اثربخشی این سازمان ارائهکرده اند. مقاله ی حاضر با بهره گیری از روش پژوهش کیفی با رویکرد تحلیل اسنادی درصدد پاسخ به این پرسش ها است که تداوم عضویت ایران در سازمان اوپک چه فواید و مضراتی برای کشور دارد؟ آیا استفاده از ظرفیت دیپلماسی نفتی مبتنی بر اوپک توسط کشور ایران راهبرد موثر است و یا می تواند مانعی در راستای توسعه ی تولید به شمار آید؟نتایج این مقاله نشان می دهد که برخلاف نظر گروهی از محققان، مبنی بر عدم تداوم عضویت کشور ایران در اوپک به منظور برداشتن موانع توسعه یتولید و سهم بازار نفت این کشور، ظرفیت دیپلماسی مبتنی بر این سازمان می تواند جایگاه و سهم بازار را گسترش داده و تحریم های نفتی را کم اثر نماید. علاوه بر این تداوم عضویت در سازمان مذکور، محدودیتی در تولید نفت ایجاد نخواهد کرد. همچنین فواید تداوم عضویت در اوپک، ارتباط کشورهای تحریم شده در قالب دیپلماسی اوپکی، شناخته شدن نفت ایران در کنار سبد نفتی اوپک در بازار بین المللی، تربیت کارشناسان ایرانی متخصص و تاثیرگذار، استفاده از ظرفیت اوپک برای مقابله با تحریم ها و به دنبال داشتن همکاری فنی و اقتصادی در حوزه ی نفت برای کشور است. در صورتی که گروه های تندرو و میانه رو در اوپک در اتخاذ و اعمالتصمیمات به صورت هماهنگ و هم افزا عمل کنند، قدرت بازاری اوپک افزایش قابل ملاحظه ای می یابد.

study and explain opec-based energy diplomacy: a strategy or obstacle for the development of iran’s oil industry

opec is one of the oldest influential organizations in the oil market, formed in the 0691s to regulate and balance the oil market. also, the increasingdependence of countries on oil and gas resources has further strengthened the issue of energy security in the field of diplomacy. iran, as a longtime member and founder of opec, has been trying to regulate the market with its major oil producers, members of the organization since its inception. inthis regard, in recent years, various theories have been expressed about theefficiency of opec decisions and market power, and have raised seriousdoubts about the effectiveness of this organization. the present article usesa qualitative research method with a documentary analysis approach toanswer the questions of what are the benefits and harms of iran's continuedmembership in opec and also whether the use of opec-based oildiplomacy capacity by iran is an effective strategy. or can it be an obstacleto the development of production? the results of this article show thatcontrary to the opinion of a group of researchers that iran's non-continuationof opec membership in order to remove barriers to production developmentand oil market share, the capacity of diplomacy based on this organizationcan expand market position and market share and oil sanctions. in addition,continued membership in the organization will not create restrictions on oilproduction. the findings show that the benefits of continued membership inopec include the relationship between the sanctioned countries in the formof opec diplomacy, recognition of iranian oil alongside the opec oil basket in the international market, training of specialized and influential iranianexperts, using opec capacity to counter sanctions and seeking technical andeconomic cooperation in the field of oil for the country. opec's marketpower will increase significantly if extremist and moderate groups in opecact in a coordinated manner in making and implementing decisions.
