بررسی انتقادی مباحث نظری مرتبط با چیستی پول و ارائه تعریف بدیل

مروری بر مطالعات نظری حوزه پول، حاکی است که نوع تعریف و نگاه نظریه‌پردازان و تصمیم‌سازان پولی نسبت به پدیده پول را می‌توان نقطه اصلی عزیمت بحث طراحی ترتیبات خلق پول در اقتصاد دانست. این مقاله با بهره‌گیری از روش توصیفی-تحلیلی متکی بر استدلال قیاسی و بررسی کیفی در چارچوب مفاهیم اقتصادی به ارزیابی نظریات مطرح در باب تعریف و چیستی پول پرداخته و مبتنی بر دلالت‌های به ‌دست ‌آمده از آن، تعریفی بدیل از «پول» ارائه می‌دهد. بر اساس نتایج مطالعه حاضر به نظر می‌رسد هر یک از نظریات فلزگرایی، چارتالیستی و سایر نظریات نزدیک به هر طیف، آن‌گونه که باید حق مطلب را در تعریف و تبیین چیستی پول ادا نکرده است؛ به‌گونه‌ای که رویکرد و موضع نظریات مذکور در تعریف پول و تعیین مصادیق آن حتی از منظر تعریف کارکردگرایانه و اجماعی پول نیز می‌تواند مورد بحث و خدشه قرار گیرد این نظریات تلاش نموده‌‌اند تعریفی از پول ارائه دهند که بیشترین شمول و توجیه‌کنندگی را تا عصر خود نسبت به وقایع پولی فراهم نماید. در حالی که از منظر پژوهش حاضر، مواجهه اصولی با تعریف رایج پول (مبتنی بر کارکردهای سه‌گانه آن)، مستلزم اتخاذ رویکرد بایستگی (normative) و اجتناب از رویکرد اثباتی (positive) نسبت به آن خواهد بود. ضمن آن‌که علاوه بر کارکردهای سه‌گانه مشهور، وظایف حیاتی دیگری نیز برای پول متصور است که ضروری است در تعریف آن لحاظ شود.

critical analysis of theoretical issues regarding the nature of money; provision of an alternative defintion

a review of theoretical studies in the field of money suggests that the type of definition and view of monetary theorists and decision makers on the phenomenon of money can be considered as the main starting point for discussing the design of money creation arrangements in the economy. using a descriptive-analytical method based on deductive reasoning and qualitative study in the framework of economic concepts, this article evaluates the theories on the definition and nature of money and based on the implications obtained from it, an alternative definition of &money& offers. based on the results of the present study, it seems that each of the theories of metallurgy, chartalism and other theories close to any spectrum has not paid the right attention to defining and explaining what money is; in such a way that the approach and position of the mentioned theories in defining money and determining its examples can be discussed and distorted even from the functionalist and consensual definition of money, these theories have tried to provide a definition of money that includes the most and provide justification for monetary events up to its age. while from the perspective of the present study, a principled confrontation with the common definition of money (based on its three functions), will require adopting a normative approach and avoiding a positive approach to it. in addition to the well-known triple functions, there are other vital tasks for money that need to be defined.
