طراحی الگوی ترازیابی راهبردی قدرت اقتصادی ایران در محیط متخاصم

در مطالعات راهبردی اقتصاد، بیشتر سه نوع محیط رقابتی، محیط همکاری و محیط ‌همکاری با رقیبان تحلیل می‌شود؛ اما محیط متخاصم که متفاوت از سایر محیط‌هاست کمتر به آن پرداخته می‌شود. در محیط متخاصم دشمنان از طریق تحریم و تروریسم اقتصادی، به دنبال نابودی کامل اقتصاد یک کشور هستند؛ بدین منظور ابزارهای اقتصادی را تسلیحاتی کرده و در جنگ اقتصادی از آن بهره می‌برند. ترازیابی راهبردی قدرتِ اقتصادی، به دنبال این است تا وضعیت ظرفیت‌ها و فقدان ظرفیت‌های اقتصادی کشور را نسبت به کشورهای متخاصم بررسی و از اقتصاد مقاومتی برای تقابل با حملات متخاصمانه بهره ببرد. مسئله پژوهش این است که مبتنی بر اقتصاد مقاومتی الگویی که بتواند به ترازیابی راهبردی قدرت اقتصادی بپردازد وجود ندارد. بنابراین، هدف از این پژوهش طراحی الگوی ترازیابی راهبردی قدرت اقتصادی است. روش‌شناسی این پژوهش آمیخته کیفی-کیفی است؛ بدین ترتیب ابتدا با استفاده از روش گروه‌های کانونی و داده‌های ثانویه، اجزا و مولفه‌های الگو بدست آمده و سپس بر اساس ادبیات موجود هر یک از ابعاد الگو تحلیل و تفسیر می‌شوند. نتایج حاصل از پژوهش نشان می‌دهد که در سطح دکترینال لازم است به چشم‌انداز کلان ترازیابی راهبردی، سیاست‌های کلان اقتصادی پرداخته شود. در سطح راهبردی علاوه بر تحلیل محیط متخاصم به ظرفیت‌ها و فقدان ظرفیت‌های داخلی توجه شده و سرانجام اقتصاد از جنبه امنیتی‌شدن، تسلیحاتی‌شدن، نظامی‌شدن بررسی می‌شود. بر اساس این یافته‌ها، سطوح دکترینال و سیاستی در یک الگوی جامع طراحی شده تا بتوان از آن برای سنجش تراز راهبردی قدرت اقتصادی در محیط متخاصم بهره‌ برد.

designing a strategic balance framework of the iran’s economic power in a hostile environment

in the strategic studies, there are mainly three types of competitive, cooperative and coopetitive environment for the economics field. but the hostile environment, which is different from other environments, is less addressed in the literature. in a hostile environment, enemies seek to completely destroy a country’s economy through the economic sanctions and terrorism; for this purpose, they have used the economic tools as weapons and used them in the economic warfare. the strategic balance of economic power seeks to assess the status of capacities and lack of economic capacities of the country compared to the hostile countries, and use the resistance economics as a passive defense to counter the hostile economy attacks. the problem is that there is no framework that can create the economic power balance at the strategic levels. therefore, the purpose of this study is to design a strategic balance framework of the economic power. the methodology of this study is qualitative-qualitative mixed method; in this way, using the focus group method and secondary data, the framework components and elements are firstly obtained and then each framework dimension are analyzed and interpreted based on the existing literature. the research results show that at the doctrinal level, the macroeconomic policies need to be addressed at the vision of strategic balance. in addition to analyzing the hostile environment, capacities have been taken into account at the strategic level, and the economy is ultimately examined in terms of being secured, weaponized, and militarized in the strategic balance of economic power.
