ارزیابی راهبردی سیاست‌های کلی اصل 44 قانون اساسی ج.ا.ایران (الگوی مفهومی از تحقق پنج بند سیاست کلی)

سیاست‌های کلی اصل 44 قانون اساسی به‌عنوان یکی از مهم‌ترین سیاست‌های کلی نظام در حوزه اقتصادی در سال‌های 1384 و 1385 در پنج بند از سوی رهبر انقلاب ابلاغ شده است. اینک با گذشت بیش از 16 سال از ابلاغ سیاست‌ها، مقاله حاضر در نظر دارد با طراحی الگوی مفهومی ارزیابی راهبردی سیاست‌های کلی اصل 44 و بهره گیری از الگوی مثلث پایش و ارزیابی مشتمل بر اهداف هر بند سیاست، عوامل حیاتی موفقیت و شاخص‌های کلیدی عملکردی، تصویری از میزان تحقق اهداف و اجرای سیاست‌های کلی اصل 44 ارائه دهد. خلاصه نتایج مقاله نشان از این دارد شواهدی مبنی توسعه بخش های غیردولتی، کوچک شدن اندازه دولت، توسعه سهم بخش تعاون از تولید ناخالص ملی، تقویت رقابت‌پذیری اقتصاد ملی و توانمندسازی بخش خصوصی در کشور، پس از ابلاغ سیاست‌های کلی مشاهده نشد.

strategic evaluation of the general policies of article 44 of constitution (a conceptual model for realization of the five-point general policy)

the general policies of article 44 of the constitution have been set as one of the vital general policies in the economic area under five policies by supreme leader in the years 1384-85. after more than 15 years from setting of the above mentioned general policies, the current paper is aimed for evaluation general policies of article 44 by designing a conceptual model for strategic evaluation of the general policies of article 44 and using of a monitoring model including objectives, critical success factors key performance indicators. the results of paper reveal after setting of general policies, there is no evidence of developing non-governmental sectors, decreasing the government size, increasing of cooperative sector share of national gross production, strengthening the economic competitive empowering the private sector.
