رویکرد کیفی کنترل استراتژیک در ترکب و نضج فرایند کوچک‌سازی در سازمان‌های دولتی (با تاکید بر شمولیت روش‌شناختی در اقتصاد دانش‌بنیان)

استراتژی کوچک سازی یکی از راهبردهای اصلاح ساختار به ویژه در بخش دولتی است که با توجه به نقش مورد توجهی که دارد به ویژه از حیث اقتصاد دانش بنیان بررسی تبعات آن به منظور تحقق چشم انداز تعریف شده و مشخص ذیل اهداف ساختاری پژوهش، ضروری است؛ یکی از مهم ترین مباحث مربوط به فرایند کوچک سازی به منظور اجرای موفق آن در سازمانهای دولتی، کیفیت گرایی کنترل استراتژیک اولاً در ترکب استوار شدن و ثانیاً در نضج بلوغ آن است. بر این اساس، استراتژی کوچک سازی مستلزم رویکردی فرایندی است؛ بنابراین مستلزم نگاهی تدریجی با اجرای مرحله ای است؛ لذا کنترل استراتژیک می تواند این نقش را در فرایند کوچک سازی ایفا نماید؛ هم چنین شکل گیری و تحقق این مجموعه در مباحث روش شناسی، حاکی از سادگی و در عین حال شمولیت مقوله در مسیر رسیدن به اقتصاد دانش بنیان است که همگی در مسیر تحقق اهداف پژوهش هستند. در این پژوهش که با رویکردی ترکیبی ذیل روش های کیفی زمینهمحور و تحلیل مند در فلسفه علم به تبیین رویکرد کیفی کنترل استراتژیک در ترکب و استوار شدن و سپس نضج و بلوغ فرایند کوچک سازی سازمانهای دولتی از دیدگاه محققان پرداخته شده، رابطه مثبت و هم افزایی پدیدار شد که نشان می دهد تمرکز بر فرایند کوچک سازی با در نظر گرفتن کنترل استراتژیک با توجه به اثرات آن می تواند منجر به تغییر قواعد بازی تعریف شده برای سازمان های دولتی شود که این مسئله در مسیر گذار به اقتصاد دانش بنیان می تواند نقشی تعیین کننده در رقم زدن معادلات به نفع رویکرد مدعی آن شود

Qualitative Approach to Strategic Control in the Stablishment and the Maturing Process of Downsizing in Government Organizations (With Emphasis on the Inclusion of Methodological Knowledgebased Economy)

Downsizing strategy is one of the structural reform strategies, especially in the public sector, which given the role it plays, especially in terms of the knowledgebased economy, examines its consequences in order to achieve the defined vision and specific is necessary; one of the most important issues related to the downsizing process is to ensure its successful implementation in governmental organizations through strategic quality and maturation. Accordingly, the downsizing strategy requires a process approach. Therefore it requires a gradual tention at stepbystep implementation; Therefore strategic control can play this role in the process of mitigation; Also, the formation and realization of this collection in the methodological discussions suggests the simplicity and at the same time the inclusion of the category on the path to the knowledgebased economy. In this research with the stablishment approach to explaining the qualitative strategic control approach in the composite and then mature puberty the process of shrinking government organizations from the viewpoint of researchers a positive and complementary relationship emerged indicating that focusing on the process of shrinking by taking strategic control given its effects could lead to a change in the rules of the game defined by government agencies which is on the path to the transition to the knowledgebased economy it can play a decisive role in indexing the issues in favor of the claimant's approach
