هدفگذاری تورمی به منظور سیاستگذاری پولی در بانکداری مرکزی اسلامی

امروزه نظریه و تجربۀ سیاست‌گذاری پولی به سمت الگوی هدف‌گذاری تورمی حرکت کرده است و اکثر بانک‌های مرکزی جهان از این الگو برای سیاستگذاری پولی استفاده می‌کنند. با توجه به اهمیت استفاده از الگوی مذکور از سوی بانک مرکزی کشور در آینده، در این تحقیق تلاش می‌شود تا چارچوب مذکور از حیث موضوع‌شناسی به شکلی دقیق تبیین و سپس از منظر اسلامی بررسی و تحلیل شود. در واقع سوال اصلی تحقیق آن است که: «آیا امکان استفاده از الگوی نوین هدفگذاری تورمی در چارچوب فقه اسلامی و قانون عملیات بانکی بدون ربا وجود دارد؟». یافته‌های تحقیق که بر اساس روش تحلیلی ‌توصیفی و تحلیل فقهی به‌دست آمده‌ است نشان می‌دهد که هدف اصلی الگوی سیاستی هدفگذاری تورمی، کنترل تورم است که نه تنها مورد نهی اسلام نیست، بلکه می‌توان از منابع اسلامی دلایلی در تائید آن نیز ارائه کرد. بنابراین، اصل استفاده از رژیم مذکور در چارچوب فقه اسلامی و عملیات بانکی بدون ربا اشکالی ندارد و تایید می‌شود. علی‌رغم این مسئله، به‌کارگیری چنین الگویی مبتنی بر پذیرش پیش شرط‌هایی چون مشروعیت بازار پول و حاکمیت نرخ های بازار در چارچوب اسلامی است که در این مقاله بررسی و تایید می‌شوند؛ کما این‌که عمده ابزارها و شیوه‌های اجرائی استفاده‌شده در بانکداری مرکزی متعارف به منظور اجرای هدفگذاری تورمی، بر اساس عقد قرض همراه با بهره سامان یافته‌اند که در چارچوب اسلامی تائید نمی‌شوند و لازم است از شیوه‌های جایگزین استفاده شود.

Inflation targeting for monetary policy in Islamic central banking

The theory and experience of monetary policy is moving towards inflation targeting as most of the central banks are employing this pattern of policy decision. Considering the significance of using this pattern by the Central Bank of the Islamic Republic of Iran in future, the present paper tries to analyze such a monetary policy framework and discuss it from the Islamic viewpoint. The main question of this research is “Is it possible to use the new model of inflation targeting within the framework of Islamic jurisprudence and the interestfree banking operation?”. Findings, obtained through the analyticaldescriptive method and jurisprudence analyses, demonstrate that inflation targeting aims to control inflation which is not only prohibited in Islam but also Islamic sources can be used to approve it. Therefore, inflation targeting for monetary policy is compatible with Islamic jurisprudence and interestfree banking operation. Notwithstanding, the use of such a pattern is conditioned on the admission of preconditions such as the legitimacy of the money market and the governance of market rates in an Islamic framework. Also, many of the tools and executive methods used in the conventional central banking for inflation targeting have been developed based on interest loan contract, which is incompatible with Islam.
