Abstract
background and purpose: armed aggression and the violation of states' obligations regarding the prohibition of the use of force constitute one of the most fundamental challenges to the contemporary international order. such violations directly affect collective security, the effectiveness of international institutions, and the credibility of peremptory norms. in this context, the analysis of israel's repeated and structural aggressions against the islamic republic of iran and certain regional states exemplifies the inefficiency of the existing order and disregard for the principle of good faith and preventive responsibility. the purpose of this study is to explain the consequences of breaches of obligations relating to aggression on the stability of international order and to examine the role of good faith and preventive responsibility in responding to such aggressions.method: this research employs a descriptive–analytical method, combining documentary analysis, review of the jurisprudence of the international court of justice, examination of un instruments, official reports, resolutions, and legal literature on international responsibility, good faith, and preventive responsibility. the twelve day war is used as a case study to assess the practical effectiveness or ineffectiveness of international obligations.findings: the results indicate that israel's actions constitute violations of article 2(4) of the un charter, peremptory norms, and obligations erga omnes. the regime's invocation of self defense is inconsistent with the criteria of necessity and proportionality. u.s. support for these actions also generates international responsibility under the framework of aiding and assisting wrongful acts. furthermore, the international community has failed to exercise its preventive responsibility, and the inaction of the security council has exacerbated regional instability, weakened the legitimacy of international law, and increased distrust among states.conclusion: repeated breaches of obligations relating to aggression erode the fundamental principles of international law and undermine the collective security system. institutionalizing preventive responsibility, strengthening monitoring mechanisms, and ensuring the binding enforcement of peremptory norms are essential conditions for preserving the stability and legitimacy of the international order. moreover, genuine adherence by states to the principle of good faith can play a significant role in reducing tensions, preventing aggression, and promoting sustainable security.
