Abstract
background and objective: in the contemporary era, the traditional westphalian security paradigm has been challenged by existential ecological threats. this study aims to analyze the evolution of the security council's environmental diplomacy, examining its legal competence under article 39 of the un charter to recognize climate change as a threat multiplier and to assess its implications for international security.method: employing a descriptive–analytical method and relying on library and documentary sources, the research adopts a thought oriented and critical approach to the concepts of security and international law. through a detailed examination of resolutions, diplomatic practices, and legal instruments, the study investigates the normative construction of climate threats under chapter vii of the charter and the epistemological transformation from the traditional westphalian security index to planetary security within the security council's framework.findings: the findings indicate that although the notion of climate change as a threat multiplier has been consolidated as a norm in the council's discourse, ontological divergence between the security oriented approach (western bloc) and the restrictive approach (china and russia) has prevented the establishment of a comprehensive and binding legal regime. consequently, the council has resorted to situational legislation in specific crises (such as the lake chad basin) and reliance on informal mechanisms like the climate security mechanism, leading to the fragmentation of international security law.conclusion: the results suggest that the functional survival of the security council depends on a transition from reactive crisis management to proactive governance and planetary security. achieving this requires structural enhancement of early warning mechanisms, a broader interpretation of civilian protection in relation to climate refugees, and the integration of scientific data into peacekeeping missions.
