الگوی دیپلماسی انتظامی مبتنی بر هوش مصنوعی؛ مطالعه موردی: کنترل قاچاق مواد مخدر در فضای مجازی

زمینه و هدف: تهدیدات ناشی از قاچاق مواد مخدر در فضای مجازی به یک چالش پیچیده و جهانی تبدیل شده است که مقابله با آن نیازمند همکاری‌های بین‌المللی و استفاده از فناوری‌های نوین است. این پژوهش به بررسی نقش هوش مصنوعی و دیپلماسی انتظامی در مدیریت و کنترل تهدیدات قاچاق مواد مخدر در فضای مجازی پرداخت.روش: این تحقیق از حیث ماهیت کاربردی و از لحاظ روش با رویکرد کیفی انجام شد. برای تحلیل داده‌ها، از روش تحلیل مضمون استفاده شد. مشارکت‌کنندگان در پژوهش، 18 نفر از متخصصین در حوزه‌های هوش مصنوعی، دیپلماسی انتظامی، پلیس فتا، و مبارزه با مواد مخدر در بخش عوامل انسانی و توانمندی‌های هوش مصنوعی به‌عنوان مشارکت‌کننده مجازی بودند. نمونه‌گیری به‌صورت هدفمند انجام و در نفر یازدهم اشباع نظری حاصل گردید. برای بررسی اعتبار و پایایی نتایج، نظرات اساتید و خبرگان و برای بررسی پایایی داده‌ها از روش پایایی بین دو کدگذار استفاده شد. داده‌ها با استفاده از نرم‌افزار maxqda و الگوریتم‌های هوش مصنوعی تحلیل شدند. یافته‌ها: منجربه شناسایی 45 مضمون پایه، 9 مضمون سازمان دهنده و 3 مضمون فراگیر در طراحی الگوی دیپلماسی انتظامی به جهت تقویت همکاری‌های بین‌الملل در راستای مبارزه با مواد مخدر در فضای مجازی گردید. مضامین فراگیر عبارت بودند از: 1- همکاری‌های بین‌المللی در توسعه و استفاده از هوش مصنوعی، 2- شناسایی و ردیابی باندهای قاچاق با استفاده از هوش مصنوعی و 3- عملیات نظارت، سرکوب و پیشگیری با استفاده از هوش مصنوعی.نتیجه‌گیری: نشان داد استفاده از هوش مصنوعی در همکاری‌های بین‌الملل از طریق دیپلماسی انتظامی می‌تواند به‌طور موثر تهدیدات ناشی از قاچاق مواد مخدر را در فضای مجازی کاهش دهد. با تبادل داده‌ها و توسعه استانداردهای مشترک، کشورها می‌توانند در شناسایی، ردیابی و پیشگیری از فعالیت‌های غیرقانونی در فضای مجازی نقش موثری ایفا کنند. همچنین، پیش‌بینی‌های هوش مصنوعی می‌تواند به عملیات سرکوب و جلوگیری از قاچاق کمک کند

artificial intelligence-based law enforcement diplomacy model; case study: controlling drug trafficking in cyberspace

background and objective: the threats posed by drug trafficking in cyber space have become a complex and global challenge, requiring international cooperation and the use of modern technologies. this research examines the role of artificial intelligence (ai) and law enforcement diplomacy in managing and controlling the threats of drug trafficking in cyber space.method: his research is applied in nature and qualitative in terms of its approach. for data analysis, the thematic analysis method was used. the participants in the study included 18 experts in the fields of artificial intelligence, police diplomacy, cyber police, and drug trafficking, with human factors and artificial intelligence capabilities being represented by virtual participants. sampling was done purposefully, and theoretical saturation was achieved at the 11th participant. in the data analysis process, a two-level thematic analysis method was employed. to assess the validity and reliability of the results, the opinions of professors and experts were consulted, and for reliability of the data, the inter-coder reliability method was used. the data were analyzed using maxqda software and artificial intelligence algorithms.findings: the research led to the identification of 45 basic themes, 9 organizing themes, and 3 overarching themes in designing a law enforcement diplomacy model to strengthen international cooperation in combating drug trafficking in cyber space. the overarching themes were: 1) international cooperation in the development and use of ai, 2) identifying and tracking trafficking networks using ai, and 3) surveillance, suppression, and prevention operations using ai.conclusion: the study concluded that the use of ai in international cooperation through law enforcement diplomacy can effectively reduce the threats posed by drug trafficking in cyber space. by exchanging data and developing common standards, countries can play a significant role in identifying, tracking, and preventing illegal activities in cyber space. additionally,
