راهبردهای امنیتی- انتظامی پلیس در مقابله با تروریسم؛ با تاکید بر نظریه ها

در عصر جهانی شدن و فناوری پیشرفته، دیگر اقدامات تروریستی محصور در مرزهای ملی یا منطقه ای نیست. تروریست ها با جلب مساعدت هم پیمانان فرامرزی و با تاکید بر ارتباطات و شبکه های مالی، تقریباً می توانند هرجا اراده کنند اقدامات تروریستی خویش را سازماندهی کنند و به اجرا در آورند. وانگهی، در حالی که تروریست ها موفق شده اند خود را با روند جهانی شدن سازگار کنند، تلاش ها و مساعی ضدتروریستی همچنان به صورت ملی و فروملی مانده و همین آنها را قادر ساخته تا از رخنه های موجود در نظام همکاری بین المللی که برای تعقیب و مجازات شان برپا شده است بهره جویند و بگریزند.لذا پژوهش حاضر با هدف بررسی راهبردهای موثر، در مقابله با تروریسم انجام شده است. روش تحقیق در این پژوهش تحلیلی توصیفی بوده، و با جمع‌آوری اطلاعات از کتب، مقالات و سایت‌های علمی به تبیین و تشریح نقش پلیس در پیشگبری و مبارزه با تروریسم پرداخته شده است. و در نهایت به این نتیجه رسیدیم که پلیس بعنوان یک نیروی حافظ صلح و امنیت، با رویکرد پلیس جامعه محور، و با مطالعه تاریخچه فعالیت‌های تروریستی انجام شده، بکارگیری راهکارهای عمومی و تخصصی مبارزه با تروریسم، استفاده از توان پلیس‌های تخصصی خود از جمله: پلیس اینترپل، پلیس فتا، پلیس اطلاعات، پلیس مرزبانی، یگان ویژه و سازمان عقیدتی سیاسی، که هرکدام دارای دانش تخصصی لازم برای پیشگیری و مبارزه با تروریسم هستند، و بررسی آینده تروریسم و روش‌های مبارزه با تروریسم آینده، نقش موثری در مقابله با تروریسم ایفا می‌کند.

field and aims: in the era of globalization and advanced technology, terrorism is no longer limited by national or regional borders. by enlisting the help of cross border allies and with connections to communications and financial networks, terrorists are usually able to organize and execute their terrorist activities anywhere. however, the insurgents succeeded and adapted to the global trend, the efforts and counter terrorists remained national and national, and this enabled them to cooperate through the existing loopholes in the international system that was set up for prosecution and punishment.methodology: the research methodology in this analytical research is descriptive, and by collecting information from books, articles and scientific sites, the role of police in pre empting and combating terrorism has been explained.findings and conclusion: we conclude that the police, as a force for maintaining peace and security, are based on a community based policing approach, and by studying the history of terrorist activities, the use of public and specialized counter terrorism strategies, the use of the capabilities of their specialized police, including: police interpol, cyber police, information police, border police, special units and political consultative organizations, each of which have the expertise necessary to prevent and combat terrorism, and the future of terrorism and anti terrorism methods will play an effective role in countering terrorism.
