رویکردهای دیپلماسی انتظامی در کنوانسیون‌های ضد جرائم تروریستی برای استرداد مجرمان تروریستی با استفاده از تکنیک دلفی

زمینه و هدف: استرداد مجرمان تروریستی یکی از اقدام‌ها و راهبردهای اساسی برای مقابله و پی‌جویی جرائم تروریستی است. این تحقیق با هدف تبیین و سنجش رویکردهای دیپلماسی انتظامی به‌عنوان مهم‌ترین راهبرد در استرداد مجرمان تروریستی در پرتو موازین حقوقی و بین‌المللی صورت گرفته است.روش: روش تحقیق توصیفی– تحلیلی و با رویکرد کیفی و اسنادی انجام‌شده است. در بخش اسنادی با بهره‌گیری از منابع پژوهشی اقدام به جمع‌آوری اطلاعات گردید و در بخش کیفی نیز طی مصاحبه‌ای به‌صورت هدفمند با نُه نفر از خبرگان پلیس امنیت عمومی و استادان دانشگاهی راجع به رویکردهای دیپلماسی انتظامی در استرداد مجرمان تروریستی نظرهای خبرگی آنان از طریق فن دلفی شده است.یافته ها و نتایج: دستاوردهای پژوهش و نتایج مصاحبه دلفی حاکی از این امر است که از نظر خبرگان، رویکردهای اساسی دیپلماسی انتظامی بر «تبادل آموزش، دانش و تجربیات پلیسی»، «گفتمان و مذاکرات انتظامی»، «همکاری‌های اطلاعاتی– امنیتی، جنایی و تبادل ظرفیت‌های قابلیت‌ساز‌ انتظامی کشورهای عضو اینترپل» و «ارتقای همکاری‌های چندجانبه بین‌المللی در زمینه مقابله با جرائم سازمان‌یافته و فراملی به‌ویژه استرداد مجرمان تروریستی» استوار است. نظام بین‌المللی در مواجهه با محیط بین‌الملل و بازیگران و کنشگران فراملی، منطقه‌ای و بین‌المللی علاوه بر بهره‌گیری از ظرفیت‌های حقوق بین‌الملل و کنوانسیون‌های بین‌المللی جرائم تروریستی از سازوکارهای راهبردی و پلیسی تحت عنوان دیپلماسی انتظامی برای استرداد مجرمان به داخل کشور و پی‌جویی پلیسی و قضایی بهره جسته و با به‌کارگیری این دیپلماسی، آثار سازنده و دستاوردهای مطلوبی متوجه وزارت امور خارجه کشور شده است.

police diplomacy approaches in conventions against terrorist crimes for the extradition of terrorism criminals using the delphi technique

field and aims: the extradition of terrorist criminals is one of the basic measures and strategies to deal with and pursue terrorist crimes. this research aims to explain and measure the approaches of police diplomacy as the most important strategy in the extradition of terrorist criminals in the light of legal and international standards has taken. methodology: a descriptive analytical research method was conducted with a qualitative and documentary approach, in the documentary part, information was collected by using research sources, and in the qualitative part, through targeted interviews with 9 security police experts. the public and university professors regarding the approaches of police diplomacy in the extradition of terrorist criminals, their expert opinions have been obtained through the delphi technique. findings and conclusion: the results of the research and the results of the delphi interview indicate that, according to the experts, the basic approaches of law enforcement diplomacy are based on exchange of training, knowledge and police experiences, discourse creation and police negotiations, intelligence security, criminal cooperation and exchange of capacity building capabilities law enforcement of interpol member countries and promotion of multilateral international cooperation in the field of dealing with organized and transnational crimes, especially the extradition of terrorist criminals. international system, facing the international environment and transnational, regional and international actors and activists, in addition to using the capacities of international law and international conventions on terrorist crimes, strategic and police mechanisms under the title of police diplomacy to extradite criminals to the country and police and judicial search. it has benefited and by applying this diplomacy with the authority of the international police, constructive effects and favorable achievements have been brought to the ministry of foreign affairs.
