نگرشی بر رویکرد پلیس فرانسه در مدیریت اغتشاشات

زمینه و هدف: فرانسه به مثابه یکی از کشورهای آزادی خواه جهان، همواره در معرض تحولات اجتماعی و سیاسی پرشتابی قرار داشته و بدین سبب نسبت به دیگر جوامع، ناآرامی ها و آشوب های فراوانی را به خود دیده است. با توجه به مشابهت ها و اشتراکات موجود میان دو کشور فرانسه و ایران؛ واکاوی رویکردهای پلیسی و قوانین و مقررات این کشور در زمینه مدیریت اغتشاشات اهمیت دو چندان می یابد. در همین راستا، پژوهش حاضر در صدد پاسخ به این پرسش است که رویکرد پلیس فرانسه در مواجهه با ناآرامی های عمومی چیست و آن چگونه راهبری می کند.روش تحقیق: روش تحقیق در این پژوهش، توصیفی – تحلیلی است که با مطالعه کتب، مقالات معتبر و بررسی قوانین و مقررات جاری فرانسه صورت گرفته است.یافته ها: یافته های پژوهش نشان می دهد، اگر چه از نظر رسانه ها و شهروندان فرانسوی، پلیس فرانسه در مواجهه با ناآرامی های عمومی، رفتاری خشونت آمیز و گاه سرکوبگرانه دارد؛ لیکن نظام تدبیر و حکمرانی فرانسه، با تصویب قوانین خاصی، کوشش نموده در پرتو نظریه حاکمیت قانون، با تفکیک وضعیت عادی و اضطراری، چارچوب مشخصی را پیش روی پلیس به عنوان مسئول اصلی و نهایی مدیریت اغتشاشات قرار دهد. افزون بر این، پلیس فرانسه در صحنه مدیریت اغتشاشات و ناآرامی های عمومی با اتخاذ راهبردی ترکیبی، تلاش نموده ضمن بهره گیری از راهکنش های سنتی (نظیر تسامح صفر، نفوذ مامورین لباس شخصی و...) اهتمام ویژه ای نسبت به استفاده از راهکنش های نوین (به ویژه استفاده از پهپادها و پرنده های بدون سرنشین) داشته باشد.

an attitude towards a french police approach to riots management

background and aim: france, as one of the most liberal countries in the world, has always been subject to rapid social and political changes, and as a result, it has experienced a lot of unrest and riots compared to other societies. given the similarities and commonalities between france and iran; analyzing the police approaches and laws and regulations of this country in the field of riot management is doubly important. in this regard, the present study seeks to answer the question of what is the approach of the french police in the face of public unrest and how it leads.research method: the research method in this research is descriptive-analytical which has been done by studying books, authoritative articles and reviewing the current laws and regulations of france.findings: the findings show that, although according to the french media and citizens, the french police are violent and sometimes repressive in the face of public unrest; however, the french system of government, by passing special laws, has tried to put a specific framework before the police as the main and ultimate responsible for managing the riots, in the light of the theory of the rule of law, by separating the normal and emergency situations. in addition, the french police in the scene of the management of riots and public unrest by adopting a combined strategy, while using traditional solutions (such as zero tolerance, the influence of plainclothes agents, etc.) special attention to the use of solutions (especially the use of uav and drones).
