واکاوی جایگاه اینترپل در پیشگیری و مبارزه با اقدام شبکه های توزیعی و کارتل های بین المللی مواد مخدر(با تاکید بر قاچاق و ترانزیت آن در قاره آسیا)

زمینه و هدف: تشکیل و فعالیت سازمان بین المللی پلیس جنایی (اینترپل) از برجسته ترین گام های جامعه بین المللی در اوایل قرن بیستم در راستای مبارزه هماهنگ و همه جانبه با جرائم سازمان یافته بین المللی از جمله قاچاق و ترانزیت مواد مخدر و خاصه مقابله با کارتل‌ها، گروه‌های سازمان یافته و باندهای تبهکار و مافیایی در این زمینه بوده است. هدف از این مقاله، شناخت، تبیین و تحلیل خلاها، چالش ها و موانع حقوقی پیرامون نقش و جایگاه اینترپل در زمینه پیشگیری و مبارزه با اقدام شبکه های توزیعی و کارتل های بین المللی مواد مخدر در زمینه قاچاق و ترانزیت آن در قاره آسیا و ارائه راهکارهای جامع و مانع پیرامون مرتفع نمودن ابهامات می باشد.روش تحقیق: پژوهش حاضر از نظر هدف، کاربردی و از لحاظ روش انجام، توصیفی-تحلیلی است. روش گردآوری اطلاعات تلفیقی از مطالعات کتابخانه ای-اسنادی است.یافته ها و نتیجه پژوهش: یافته های پژوهش پیش رو حاکی از این است که ﺳﺎﺯﻣﺎﻥ ﺍﻳﻨﺘﺮﭘﻞ ﺩﺭ ﻣﺒﺎﺭﺯﻩ ﺑﺎ ﻗﺎﭼﺎﻕ ﺑﻴﻦﺍﻟﻤﻠﻠﯽ مواد مخدر، ﻧﻘﺶ ﻳﻚ ﻫﻤﺎﻫﻨﮓ‌ﮐﻨﻨﺪﻩ ﻓﺮﺍﻣﻠﻲ ﻭﺍﺣﺪﻫﺎﻱ ﺍﻧﺘﻈﺎﻣﻲ ﻣﻠﻲ ﻭ ﺑﻴﻦﺍﻟﻤﻠﻠﯽ ﺭﺍ ﺍﻳﻔﺎ می نماید. از طرفی دیگر اینترپل با ایجاد شبکه ارتباطی پیشرفته بین دبیرخانه کل و کشورهای عضو و ایجاد زمینه های مناسب در محدوده ای وسیع می تواند در امر تامین اطلاعات، اسناد و تبادل سریع و دقیق آن ها با استفاده از ظرفیت ها و امکانات وسیع و پیشرفته خود در راستای پیشگیری و همچنین با استرداد مجرمین جرایم مذکور در امر مقابله، نقش مهمی را ایفا نماید.

investigate interpol’s position in preventing and combating the action of international drug distribution networks and cartels (with emphasis on trafficking and transit in asia)

background and aim: the formation and operation of the international criminal police organization (interpol) is one of the most prominent steps of the international community in the early twentieth century in the coordinated and comprehensive fight against international organized crime, including drug trafficking and transit, especially countering. there have been cartels, organized groups, and criminal and mafia gangs in this area. the purpose of this article is to identify, explain and analyze the legal gaps, challenges and barriers regarding the role and position of interpol in preventing and combating the action of international drug distribution networks and cartels in the field of trafficking and transit in asia and present comprehensive solutions and obstacles to resolve ambiguities.research method: the present study is applied in terms of purpose and descriptive-analytical in terms of method. the method of data collection is a combination of library-documentary studies.findings and results of the research: the findings of the present research indicate that on the other hand, by creating an advanced communication network between the general secretariat and the member countries and creating suitable grounds in a wide range, interpol can provide information, documents and their rapid and accurate exchange using its extensive and advanced capacities and facilities. in order to prevent and also to extradite the perpetrators of the mentioned crimes, to play an important role.
