واکاوی رویکرد پلیس بین الملل در رویارویی با جرایم سازمان یافته؛ از سیاست گذاری تا اقدامات پیشگیرانه

زمینه و هدف: امروزه در پهنه بین المللی، جرایم سازمان یافته با سرعت و پیچیدگی روز افزونی در حال وقوع است. لذا بیش از هر زمان دیگر، جامعه بین الملل نیازمند همکاری های موثر بین المللی برای رویاررویی به چالش های امنیتی پیش رو است. بر این اساس در این مقاله ضمن بررسی ماهیت جرائم سازمان یافته به این مساله می پردازیم که اقدامات اینترپل در مقابله با جرائم سازمان یافته از چه شیوه ای پیروی می کند و در این راستا چه اقدامات پیشگیرانه ای صورت گرفته است؟روش: این مقابله به شوه توصیفی- تحلیلی نگارش یافته است.یافته ها و نتایج: پیشگیری از جرائم سازمان یافته به دلائل متعددی چون تضمین حقوق بشر و تضمین امنیت بین المللی دارای اهمیت می باشد. در این زمینه اقدامات بین المللی بسیاری برای پیشگیری و مقابله با جرائم سازمان یافته انجام شده است. همچنین اینترپل نیز در سالهای اخیر برای پیشگیری و مقابله با جرائم سازمان یافته اقدامات متعددی انجام داده که شامل استرداد الکترونیکی و ارزیابی تهدیدات جرایم سازمان یافته منطقه ای است که اینترپل در راستای آن پروژه های متعددی را با همکاری دولتهای عضو به اجرا گذارده است.از آن جمله می توان به الف- پروژه پیشگیری از جنایات سازمان یافته آسیایی، ب- پروژه پیشگیری از جرایم سازمان یافته، تروریسم و قاچاق سلاح گرم در مولداوی، پ- پیشگیری از جرائم سازمان یافته در پروژه هزاره اینترپل، ت- پیشگیری از جرائم سازمان یافته در پروژه فورتالزا اینترپل و ث- پیشگیری از جرائم سازمان یافته در پروژه آی کان می باشد. همچنین اتحاد اینترپل و اف ای تی اف نیز در اجرای پروژه های مشترک توانسته در پیشگیری و مقابله با جرائم سازمان یافته موثر باشد.

interpol’s actions in dealing with organized crime from policy making to preventive measures

field and aims: today’s crimes are more complex, interconnected and global and are carried out on both physical and virtual levels. therefore, more than ever, there is a need for multilateral police cooperation to address security challenges affecting communities. the formation and growth of organized crime has also added to this importance, and based on this, in this article, while examining the nature of organized crime, we will deal with the issue of what kind of actions interpol follows in dealing with it, and what actions are taken in this regard. has there been a preventive measure?method: this confrontation is written in a descriptive-analytical way.findings and conclusion: prevention of organized crime is important for several reasons such as guaranteeing human rights and guaranteeing international security. in this context, many international measures have been taken to prevent and deal with organized crime. in recent years, interpol has taken several measures to prevent and deal with organized crime, including electronic extradition and regional organized crime threat assessment, for which interpol has implemented several projects in cooperation with member states. examples include the asian organized crime prevention project, b- the project for the prevention of organized crime, terrorism and firearms trafficking in moldova, c- the prevention of organized crime in interpol’s millennium project, d- the prevention of organized crime in the project fortaleza is interpol and the prevention of organized crime in the (i-can) project. also, the alliance of interpol and fatf has been effective in preventing and dealing with organized crime in the implementation of joint projects.
