همکاری های بین المللی پلیسی در مقابله با قاچاق مواد مخدر و مواد روان گردان با تاکید بر نقش اینترپل

زمینه و هدف: پدیده قاچاق مواد مخدر و روا‌ن‌گردان تحت عنوان تجارت سیاه، درحال حاضر بیشتر کشورهای دنیا را تسخیر و به یک چالش جهانی تبدیل شده است، از سوی دیگر فراتر از مفهوم تجارت سیاه، درآمد قابل توجه و سود وافری که از این طریق حاصل می‌شود تولیدکنندگان، فروشندگان و قاچاقچیان مواد مخدر و روان‌گردان را به کار تشکیلاتی و عملیات سازمان دهی شده ترغیب نموده است. این پژوهش به بررسی همکاری‌های بین‌المللی در مقابله با قاچاق مواد مخدر و روان گردان با تاکید بر نقش اینترپل می پردازد.روش‌شناسی: این مقاله با بهره‌گیری از منابع کتابخانه‌ای و نیز گزارش سالانه سازمان اینترپل تدوین گردیده و ضمن بررسی و تحلیل اطلاعات جمع‌آوری شده به صورت کیفی، نتیجۀ حاصله مبتنی بر استنتاج نگارنده از منابع و متون مذکور است، از این‌رو روش مطالعه از حیث هدف «کاربردی» و از لحاظ گردآوری داده‌ها «توصیفی و کتابخانه‌ای» محسوب می‌شود.یافته‌ها: همکاری های بین المللی با پلیس در مقابله با موادمخدر و روان گردان و نیز پدید آمدن کارتل‌های بزرگ و قدرتمند قاچاق موادمخدر و روان‌گردان با ویژگی‌هایی چون گروهی بودن، برنامه‌ریزی پیچیده، اغراض مالی بسیار قوی با هدف رسیدن به بالاترین سود، فعالیت در سطوح ملّی و بین‌المللی، نقش بسیار مهمی را ایفا کرده است. نتیجه‌گیری: امروزه شیوه‌های سنتی و مبارزۀ جزیره‌ای پاسخگوی معضلی به نام قاچاق مواد مخدر و روان‌گردان در ابعاد بین المللی نیست و حتی تشکیلات و اقدامات پلیسی با نگاه درون قاره‌ای مثل یوروپل، اگر منجر به بالا بردن راندمان و هم‌افزایی نهادهای بین‌المللی نشود وافی به مقصود نخواهد بود، ازاین‌رو برای کنترل چنین پدیده‌ای، تعامل و همکاری در سطح بین‌المللی ضروری به نظر می‌رسد.

international police co-operation in combating drug and psychotropic trafficking with emphasis on interpol role

background and aim: the phenomenon of drug trafficking and psychotropic substances under the name of black trade has now conquered most of the countries of the world and has become a global challenge, on the other hand beyond the concept of black trade in this way, it has encouraged manufacturers, sellers and traffickers of narcotics and psychotropic substances to organize work and organized operations. this study examines international cooperation in the fight against drug and psychotropic trafficking with an emphasis on interpol.methodology: this article has been compiled using library resources as well as the annual report of interpol and while reviewing and analyzing the collected information qualitatively, the result is based on the author’s inference from the mentioned sources and texts, therefore the study method is applied in terms of purpose and descriptive and library in terms of data collection.findings: international cooperation with the police in the fight against narcotics and psychotropic substances, as well as the emergence of large and powerful drug and psychotropic drug trafficking cartels with features such as gangs, complex planning, and very strong financial goals with the aim of achieving the highest profit, activity at national and international levels, has played a very important role.conclusion: today, traditional methods and island fighting do not answer the problem called drug trafficking and psychotropic drugs on an international scale, and even police organizations and actions with an intercontinental perspective such as europol, if it leads to increased efficiency and synergy. international institutions will not be successful, so to control such a phenomenon, interaction and cooperation at the international level seems necessary.
