مزایای اجاره‌داری زمین‌های دولتی در راستای مولدسازی پایدار زمین در اقتصاد ایران

از حقوق حاکمیت اسلامی، بهره‌مندی پایدار از دارایی‌های دولتی است. مولدسازی دارایی‌های دولت افزون بر اینکه در کنار مالیات به تامین مالی دولت کمک می‌کند، به دلیل آثار اقتصادی مطلوبی که می‌تواند داشته باشد، یکی از الزامات حکمرانی زمین (سازوکارهای سیاست‌گذاری، تنظیم‌گری و سامان‌دهی زمین) محسوب می‌شود. در میان دارایی‌های دولت، زمین در ایران جایگاهی ویژه‌ دارد. این پژوهش با استفاده از روش تحلیلی و توصیفی و با مرور تجربه جهانی، متون فقهی، تاریخی و آمارهای در دسترس به بررسی تاثیر اقتصادی عرضه زمین دولتی به‌صورت اجاره‌ای می‌پردازد. نتایج پژوهش نشان می‌دهد الگوی اجاره‌داری برخلاف فروش، نوعی تامین مالی پایدار، بلندمدت و باثبات برای دولت است. همچنین عرضه زمین‌های دولتی به‌صورت اجاره بلندمدت برای تسهیل ساخت کاربری‌های مسکونی، تجاری، اداری، کشاورزی، باغداری و... می‌تواند به رشد اقتصادی بدون تورم در بلندمدت منجر شود. هزینه اولیه و ثابت تولید و مصرف کالاها و خدمات از طریق کاهش یا حذف هزینه و قیمت زمین از رهگذر عرضه زمین‌های دولتی به‌صورت استیجاری صورت می‌گیرد. به دنبال این اتفاق، رشد قیمت زمین و به تبع آن رشد قیمت تمامی کالاها و خدمات وابسته به زمین (به میزان اتکا به زمین) تا حدی کنترل می‌شود و در نهایت عرضه استیجاری زمین دولتی امکان تولید و مصرف را به‌صورت متوازن برای همۀ مردم پدید می‌آورد.

the benefits of leasing government land in line with the sustainable production of land in iran’s economy

one of the key rights of islamic governance is the sustainable use of government assets. the productivity of government assets, in addition to aiding government financing alongside taxes, is considered a requirement of urban governance due to its favorable economic impacts. among the state’s assets, land holds a special place in iran. this research examines the economic impact of providing government land for rent using an analytical and descriptive method, alongside reviewing global experiences, jurisprudence, historical texts, and available statistics. the findings reveal that the leasing model, unlike the sale, provides stable, long-term financing for the government. additionally, offering government land in long-term leases for residential, commercial, administrative, agricultural, horticultural, and other uses can lead to long-term economic growth without inflation. reducing or eliminating the cost of land through government land leasing lowers the initial and fixed costs of producing and consuming goods and services. consequently, the growth of land prices and the prices of goods and services related to land will be controlled to some extent. ultimately, the rental supply of government land creates opportunities for balanced production and consumption for the public.
