تحلیل محتوای چهار دهه پژوهش در سیاست‌های پولی بانک مرکزی: با نگاهی به «عملیات بازار باز» (بر مبنای مدارک نمایه‌شده در پایگاه وب‌آوساینس در بازه زمانی 1981-2020)

هدف پژوهش تحلیل محتوای بروندادهای علمی سیاست‌های پولی بانک مرکزی، با نگاهی به «عملیات بازار باز» جهت آگاهی از سیر تکاملی ساختار علمی و سیاست‌گذاری بهتر برای آینده است. پژوهش حاضر مطالعه کاربردی از نوع توصیفی است که با فنون علم‌سنجی، به روش تحلیل محتوای کمّی در برون‌دادهای علمی نمایه‌شده در پایگاه وب‌آوساینس، در قلمرو سیاست پولی و عملیات بازار باز بین سال‌های 1981 تا 2020 انجام شد. نتایج نشان داد طی چهار دهه، روند رشد تولیدات علمی قلمرو مورد بررسی صعودی بوده است. federal reserve system usa، فعال‌ترین موسسه و ایالات‌متحده و انگلستان، فعال‌ترین کشورهای قلمرو مذکور می‌باشند. پربسامدترین موضوعات مشترک چهار دهه، «سیاست پولی» و «تورم» بوده و همچنین در سه دهه اخیر موضوعات «نرخ ارز»، «نرخ بهره»، «هدف‌گذاری تورم»، «بانک مرکزی»، «سیاست پولی بهینه»، «چرخه کسب‌وکار» و «سیاست مالی» مورد توجه پژوهشگران بوده‌اند؛ درحالی‌که توجه چندانی به «عملیات بازار باز» نشده است. فنون علم‌سنجی تصویری جامع از سیر مطالعاتی و شناسایی موضوعات پژوهشی قلمرو سیاست‌های پولی و عملیات بازار باز و همچنین تاثیر رویدادهای مهم اقتصادی بر روند تحقیقات ارائه نمود. در حوزه عملیات بازار باز، شکاف عمیقی بین پژوهش‌ها با سیاست اجرایی بانک‌های مرکزی کشورها وجود دارد. تصمیم‌گیرندگان باید به پژوهش در زمینه سیاست پولی و ابزارهای اجرای آن توجه بیشتری نشان دهند.

four decades content analysis of research on central bank monetary policy: looking at “open market operations” (based on the documents indexed in the web of science database in the period 1981-2020)

the purpose of the study is to analyze the content of the monetary policy research outputs with a look at omo, to understand the evolution of the scientific structure and better planning and policy-making for the future. the study is an applied descriptive study performed with scientometrics techniques by quantitative content analysis on scientific outputs indexed in wos in the field of monetary policy and omo between 1981 to 2020. during the four decades, the growth trend of scientific productions in the studied area has been upward. the &federal reserve system& is the most active institution, and &usa& and &england& are the most active countries. the most common topics in all decades are &monetary policy& and &inflation&, and in the last three decades, are &exchange rate&, &interest rate&, &inflation targeting&, ¢ral bank&, &optimal monetary policy&, &business cycle& and &fiscal policy&, while little attention has been paid to tools of monetary policy, such as omo. scientometrics provided a clear picture of the course of study and identification of research topics in the field of monetary policy and omo as well as the impact of economic events on the research process. in the field of omo, there is a gap between research and the policy of the central banks. decision-makers should pay attention to research on monetary policy and its tools.
