برآورد تاثیر حکمرانی خوب بر رشد فراگیر در کشورهای منتخب

امروزه رشد اقتصادی کم و نابرابری‌های گسترده، رشد فراگیر را در مرکز توجه بسیاری از کشورها قرار داده است. رشد فراگیر یک مفهوم توسعه‌ای است که بر فرآیند رسیدن به رشد تمرکز دارد و با مشارکت مردم در فرآیند رشد به وجود می‌آید. ازآنجایی‌که دولت می‌تواند با انجام تدابیری شایسته، زمینه را برای فراگیرتر شدن رشد فراهم کند، ارتباط تنگاتنگی میان رشد فراگیر و نحوه عملکرد دولت در شاخص‌های حکمرانی خوب وجود دارد. در این راستا این پژوهش با هدف بررسی ارتباط حکمرانی خوب و رشد فراگیر انجام شده است و از داده‌های تلفیقی دو گروه منتخب از کشورهای دارای درآمد سرانه متوسط و بالا در دوره زمانی 2010-2018 استفاده شده است. با محاسبه شاخص چندبعدی رشد فراگیر مشاهده شد که متوسط شاخص رشد فراگیر برای کشورهای پردرآمد بیشتر از کشورهای درآمد متوسط است. نتایج نشان می‌دهد در گروه کشورهای درآمد متوسط شاخص حکمرانی خوب تاثیر مثبت و معنی‌داری بر شاخص رشد فراگیر دارد و دیگر عوامل توضیح‌دهنده رشد همچون سرمایه، نیروی کار، تکنولوژی، باز بودن تجاری، مخارج دولت و شاخص توسعه انسانی اثرگذاری مثبت و معنی‌داری بر شاخص رشد فراگیر در هر دو گروه کشورها دارد. توصیه می‌شود کشورهای درآمد متوسط توجه ویژه‌ای به اصلاحات نهادی داشته باشند تا زمینه برای مشارکت هرچه بیشتر مردم در فرصت‌های اقتصادی و بهره‌مندی از منافع رشد فراهم و رشد فراگیر حاصل شود.

the impact of good governance on inclusive growth in selected countries

inclusive growth has been the focus of much attention in many countries due to low economic growth and widespread inequalities. inclusive growth is a development concept that focuses on the process of achieving growth. it is created by opportunities and people’s participation in the growth process. given that the government can take appropriate measures to providing the way for more inclusive growth, there is a close relationship between inclusive growth and government performance in good governance. in this regard, this study aims to investigate the relationship between good governance and inclusive growth and the panel data method has been used for two selected groups of middle and high per capita income countries in period 20102018. by measuring the multidimensional index of inclusive growth, it was observed that the average inclusive growth index for high income countries is higher than middle income countries. the results show that the good governance has a positive and significant effect on the inclusive growth index in middle per capita income countries, and other determinants of inclusive growth such as capital, labor, technology, trade openness, government expenditure and human development index have a positive effect on inclusive growth. it is recommended that middle income countries pay special attention to institutional reforms to provide the appropriate for people to participate in economic opportunities and achieve inclusive growth.
