تجدید نظر در خصوص روابط بین آسیب‌پذیری، تاب‌آوری و سازگاری

آسیب‌پذیری، تاب‌آوری و سازگاری اساساً مفاهیمی مرتبط به هم و پیچیده در بین جوامع تحقیقاتی مانند مخاطرات طبیعی، تغییرات زیست‌محیطی، پزشکی، مهندسی، مدیریت، علوم اجتماعی، اقتصاد و... هستند، اما ازآنجاکه شامل طیف گسترده‌ای از موضوعات فوق می باشند، نباید تعجب‌برانگیز باشد که تعاریف آن‌ها بسیار متنوع بوده و روابط متقابل آن‌ها هنوز مشخص نباشد. در این مقاله به‌منظور رفع شکاف و خلا موجود در خصوص تعاریف و ارتباط مفهومی آسیب‌پذیری، تاب‌آوری، سازگاری و اقتصاد مقاومتی، و اجتناب از بروز پارادوکس‌هایی مانند پارادوکس سنگاپور و دسته‌بندی و سیاست‌گذاری‌های اشتباه، یک بررسی اجمالی در مورد تعاریف اصلی و فرآیندهای تکاملی آن‌ها انجام شد. همچنین بر اساس دیدگاه چرخه «تکانه-زیان-بهبود-یادگیری» یک چارچوب مفهومی برای ارائه روابط بین آن‌ها مطرح گردید. این مطالعه در تلاش برای جمع‌بندی چارچوب‌های تحلیلی آسیب‌پذیری، تاب‌آوری و سازگاری و همچنین اقتصاد مقاومتی به‌عنوان مفهوم متناظر تاب‌آوری، نشان می‌دهد که یک استراتژی توسعه پایدار، نه‌تنها باید به دنبال کاهش آسیب‌پذیری یک سیستم اقتصادی باشد، بلکه باید به‌طور هم‌زمان تاب‌آوری و ظرفیت سازگاری آن در برابر تکانه‌ها، نااطمینانی‌ها و ریسک‌های بالقوه آتی را نیز تقویت نماید.

Reconsideration the Relationship between Vulnerability, Resilience and Adaptation

Vulnerability, resilience, and adaptation are essentially complex and interrelated concepts in research communities such as natural hazards, environmental changes, medical, engineering, management, social science, economics, etc. However, since these concepts encompass a broad range of topics, it should be no surprise that their definitions are very diverse and their interrelationships are still unclear. To remove the gap between different definitions and conceptual relevance of vulnerability, resilience, adaptation, and resistive economy, and to avoid confronting paradoxes such as Singapore paradox, wrong categorizing and policymaking, a brief overview of the main definitions and evolutionary processes of these concepts is performed. Also based on the “ShockDamageRecoveryLearning” cycle, a conceptual framework is introduced to present the relationships between them. In order to summarize the analytical framework of vulnerability, resilience, and adaption as well as the resistive economy as a corresponding concept of resilience, this study shows that a sustainable development strategy not only should seek to reduce the vulnerability of an economic system but also it should increase its resilience and adaptive capacity to cope with shocks, uncertainties, and potential future risks.
