تحلیل الگوی تخصیص اعتبارات سرمایه‌ای استانی در ایران: رویکرد کارایی محور و برابری محور

نحوه تخصیص اعتبارات سرمایه‌ای منطقه‌ای دولت نقش مهمی در محرویت‌زدایی، کاهش نابرابری و در نهایت توسعه پایدار و متوازن منطقه‌ای دارد. بنابراین، حساسیت بالایی به رفتار مالی دولت به ویژه در تخصیص اعتبارات سرمایه‌ای استانی وجود دارد. بر این اساس، در این پژوهش به تحلیل الگوی تخصیص اعتبارات سرمایه‌ای استانی با رویکرد کارایی محور و برابری‌محور در دوره (1395-1384) پرداخته می‌شود. تصریح الگوی تخصیص اعتبارت سرمایه‌ای استانی بر اساس تعمیم الگوی ریاضی تخصیص بودجه کاستلز و سوله اوله (2005) و سوله اوله (2013) صورت گرفته است. نتایج حاصل شده بیانگر این است که افزایش اعتبارات هزینه‌ای دولت باعث کاهش اعتبارات سرمایه‌ای استانی شده است. همچنین، تخصیص اعتبارات سرمایه‌ای کارایی‌محور بوده و بیشتر به استان‌هایی تخصیص یافته است که تولید بالاتری داشته‌اند. به علاوه، نابرابری‌ در تولید منطقه‌ای اثر منفی بر تخصیص اعتبارات سرمایه‌ای دولت داشته است. در نتیجه، تخصیص اعتبارات سرمایه‌ای استانی برابری‌محور نبوده است. بنابراین، بازنگری در تخصیص بودجه استانی ضروری است.

Analysis the Model of Provincial Capital Funds Allocation in Iran: Efficiency-Based and Equality- Based Approach

The method of allocating regional government capital funds play an important role in defending, reducing inequality and ultimately regional sustainable development. Therefore, there is a high sensitivity to the financial behavior of the government, especially in the allocation of provincial capital funds. Accordingly, in this research, is discussed an analysis the model of provincial capital allocation with efficiencybased and equal based approach in the period (20052016). The specification of the provincial capital allocation model has based on the generalization of the mathematical model of the Castels and SoleOlle (2005) and SoleOlle (2013), budget allocation. The results show that an increase in government spending expenditure reducing provincial capital credits. Also, the allocation of capital funds was efficiencybases and has been mostly allocated to provinces that have produced higher production. In addition, inequality in regional production has had a negative effect on the allocation of government capital funds. As a result, the allocation of provincial capital funds was not equality based. Therefore, a review of provincial budget allocation is necessary.
