جایگاه حقوقی صندوق بین‌المللی پول در دستیابی به آرمان‌های توسعۀ پایدار

صندوق بین‌المللی پول یک سازمان بین‌المللی و از نهادهای مالی مهم سازمان ملل متحد است که بر اجرای سامانۀ پولی بین‌المللی نظارت دارد. مطابق اسناد بین‌المللی، این سازمان باید زیر نظر سازمان ملل متحد، دستیابی به رشد و رفاه پایدار را دنبال کند. بنابراین، برنامه‌ها و فعالیت‌های این نهاد می‌تواند در دستیابی به آرمان‌های توسعۀ پایدار، ازطریق تاثیرگذاری بر کشورهای عضو موثر باشد. پژوهش حاضر، در پی بررسی جایگاه حقوقی صندوق بین‌المللی پول در دستیابی به اهداف توسعۀ پایدار است که با روش تحقیق توصیفی  تحلیلی و با استفاده از منابع کتابخانه‌ای سامان یافته است. مهم‌ترین اقدامات صندوق بین‌المللی برای تحقق اقتصاد پایدار در کشورهای درحال توسعه، عبارت‌اند از رشد و رفاه پایدار با حفظ محیط‌زیست، مشاوره در سیاست‌گذاری‌های مالی، کمک‌های مالی با دادن وام، توصیه‌های صندوق در زمینۀ اصلاحات مالیاتی، ظرفیت‌سازی ازطریق کمک‌های فنی و آموزشی و حل بحران‌های اقتصادی. علی‌رغم اهمیت این اقدامات، انتقاداتی نیز به صندوق بین‌المللی پول وارد است، مانند اینکه در نتیجۀ این کمک‌ها، برخی کشورها به اهدافی مانند توسعۀ پایدار نرسیده‌اند و اینکه صندوق بین‌المللی پول به اهرمی در دست کشورهای پیشرفته، برای اجرای برنامه‌های اقتصادی تبدیل شده است.

the purpose of the article is to examine the legal position of the international monetary fund (imf) in achieving sustainable development goals.the research methodology employed is descriptive-analytical, utilizing library resources and collected information.the results of the investigation indicate that the imf,as an international organization and a significant financial institution within the united nations system, oversees the international monetary system.legally, the imf operates under the un’s supervision with the objective of achieving sustainable growth and well-being. consequently, the goals, programs, and activities of this institution can directly or indirectly contribute to the attainment of sustainable development objectives, particularly by influencing impactful member countries.this underscores the importance of assessing the role of international organizations in sustainable development. through its missions, the imf endeavors to institutionalize sustainable development in developing economies by influencing their economies. key actions taken by the imf include promoting sustainable growth while preserving the environment, providing financial assistance through loans, offering financial policy advice, recommending tax reforms, building capacity through technical and educational assistance, and addressing economic crises. these actions have played a crucial role in the sustainable development of developing countries. however, criticisms have arisen, including the observation that imf assistance in some countries has fallen short of its own objectives, including sustainable development, and has sometimes acted as a lever for advanced countries to implement their economic programs.
