تبیین اصول و مبانی شهر و شهرسازی اسلامی بر مبنای احکام ثابت

احکام ثابت می‌ تواند مبنایی برای تهیه اصول و قوانین در شهرسازی اسلامی باشد. این رویکرد با محوریت احکام ثابت الهی دارای ویژگی‌های فطری، تغییرناپذیری در طول زمان، جامعیت و قابلیت اعمال در تمامی ابعاد شهرسازی اسلامی است. عدم توجه به احکام ثابت در شهرسازی در عصر حاصر، موجب پدید آمدن طرح‌های ناکارامد متعددی گردیده که تبعات منفی بر ابعاد مختلف زندگی انسان‌ها وارد نموده است. از این رو، این پژوهش با هدف تبیین اصول و مبانی شهر و شهرسازی اسلامی بر مبنای احکام ثابت است که با روش پژوهش تحلیل محتوای متون و استدلال منطقی و شیوه‌ های مطالعه کتابخانه‌ ای و اسنادی انجام شده است. یافته‌ های پژوهش بیانگر آن است که احکام ثابت در اندیشه اسلامی، دارای رویکردی تعالی ‌گرا، کارآمد و مناسب در شناخت، تبیین و تحلیل موضوعات مختلف از جمله مطالعات شهری و شهر اسلامی است. بر اساس این نگرش هر معرفتی متشکل از دو گزاره فطری و اعتباری است که اعتبار گزاره ‌های اعتباری در گرو سازگاری و تبعیت از گزاره ‌های فطری است. احکام ثابت، همان قوانین شریعت هستند که بر اساس فطرت انسان برای انسان‌ها وضع شده است. احکام اعتباری، قوانین متغیری هستند که بر طبق نیاز و مصلحت جامعه در دوره ‌های مختلف ایجاد می‌ شوند. واقع‌ گرایی اسلامی می ‌تواند در راستای نگاه انتقادی به برنامه‌ ریزی و طراحی شهری و رصد تحولات شهری مورد استفاده قرار گیرد. بنابراین از دیدگاه ثابت مبنا، شهر اسلامی شهری است که در آن مسلمانان، با تکیه بر امور ثابت اسلامی، در جهت نیل به سعادت حقیقی تلاش می ‌نمایند. شهر و شهرسازی اسلامی بر اساس واقع‌گرایی اسلامی، برنامه‌ ریزی، طراحی و مدیریت شهرها با محوریت احکام ثابت الهی است. این احکام باید مبنای اعتبار قوانین و مقررات شهر و شهرسازی در زمینه‌های مختلف فضایی_کالبدی، اجتماعی، اقتصادی، فرهنگی، زیست ‌محیطی، مدیریتی و حقوقی باشد.

the approach of islamic realism can serve as the foundation for developing the principles and laws of islamic urbanism and islamic cities. this approach focuses on immutable rules with inherent qualities, immutability over time, inclusiveness, and applicability to all aspects of the islamic city. the order and natural order could be exemplified by an islamic city. the distinct dimensions of the social system and cultural, physical, environmental, and natural realms, it is believed, must be studied in accordance with the order of a divine creation that is both obvious and natural. according to the principles of the qur’an, the natural order is constant and unchanging. the convention's principles are based on the philosophy and theory of sadra. tabatabai’s sadaree’s philosophy is developed, and the other norms should also be compatible with the situation’s guiding principles. order is a fundamental element of god’s creation and plays a significant role in islamic spatial quraan and hadith principles. order in an islamic city derives from the fundamental principle of unity and manifests itself in social, cultural, physical, geometrical, and natural dimensions. every order in an islamic city corresponds to a dynamic and unified system. these systems were either related to islamic principles or compatible with them in the lives of muslims. these principles and laws are regarded as inherent beliefs by muslims so that respect for the existing islamic city order and planning consideration must be given to it. life and sustenance in an islamic city are dependent on order and cohesion. thus, urban disorder will cause a crisis and the collapse of an islamic city.
