تحلیل روابط دولت و جامعه و نقش آن در شکل‌گیری مسائل اجتماعی و وضعیت آنومیک در جامعه

این مقاله به شیوه‌ تحلیلی، انواع روابط دولت و جامعه را در شکل‌گیری مسائل اجتماعی مورد بررسی قرار می‌دهد. هدف اصلی مقاله تحلیل نقش دولت و جامعه، و ظرفیت‌های دولت در قبال جامعه و ظرفیت‌های جامعه در همکاری و هم‌افزایی با دولت در مواجه با مسائل اجتماعی است. فرض مقاله این است چنان‌چه روابط دولت-جامعه در همکاری با یکدیگر دچار بی‌ثباتی، ازهم‌گسیختگی و شکنندگی شود، بافت اجتماعی (جامعه) و قاعده‌مندی مدیریت سیاسی (دولت) با ضعف عملکردی مواجه خواهد بود و این یکی از نشانه‌های پیکره‌بندی اجتماع آنومیک است که در آن جامعه و دولت دچار زوال می‌شود. در این فرآیند، انواع روابط دولت-جامعه در انتظام‌بخشی و روند تحول جامعه تاثیر می‌گذارند و هرگونه شکنندگی و ضعف در این رابطه، به وضعیت آنومیکا دامن زده و سرانجام باعث شکل‌گیری انواع مسائل اجتماعی می‌شوند. بنابراین، انواع روابط دولت-جامعه (جامعه منفعل-دولت فعّال، جامعه منفعل -دولت منفعل، جامعه فعّال- دولت منفعل، و جامعه فعّال -دولت فعّال) در استفاده از ظرفیت‌های خود می‌توانند وضعیت آنومیک را دامن بزنند که یکی از پیامدهای ازهم‌گسیختگی روابط بین دولت و جامعه، بروز شکنندگی و بحران‌های اجتماعی در جامعه است که ظهور انواع مسائل اجتماعی یکی از این موضوعات در جامعه محسوب می‌شود.

analysis of changes in the types of state-society relations in the formation of social issues and the occurrence of anomic status

using analytical method, this article studies the types of state-society relationships on the formation of social issues. the main aim of the paper analyzes the role of state and society, and the capacities of the state in relation to the society and the capacities of society in co-operation and synergy with the state’s power in dealing with social issues. the research hypothesis is that if the state-society relation faces instability, disruption and fragility in mutual collaborations, the social fabric and deregulation in political management experiences a functional weakness, and one of the indication of the configuration of an anomic community is that in which the society and state deteriorate. in this process, the types of the state-society relations affect the regularity and the evolution course of the society, and initiates the process of breakdown and anomic condition of society. this, ultimately, results in the formation of a variety of social issues. thus, the types of state-society relationships (passive society-active state, passive society-passive state-active society-passive state, and active society-active state) in using their capacities, they can promote the anomic situation, which is one of the consequences of disintegration of relations between the state and society, the emergence of fragility and social crises in society.
