عوامل زمینه ساز پاسخگویی؛ راهبردی برای حکمرانی اسلامی در سیستم‌های مدیریتی(یک پژوهش کیفی)

هدف: این پژوهش با هدف تبیین مفهوم پاسخگویی، از طریق غور و بررسی در مبانی نظری و آیات قرآنی مرتبط انجام شد. بخش اول پژوهش، نشان‌دهندۀ فراگیر بودن مفهوم پاسخگویی در قلمروهای مختلف زمانی، مکانی و موضوعی است؛ از پاسخگویی در برابر خداوند تا پاسخگویی به مردم و حتی پاسخگویی در برابر اعضا و جوارح. روش: پّژوهش حاضر، با مطالعۀ آیات و تدبّر روی آنها با بهره‌گیری از تفاسیر نور و نمونه و استفاده از فرایند چرخه‌ای تحلیل انجام شد. یافته‌ها: در این پژوهش، 104 مفهوم پایه، شناسایی و احصا شد که ذیل 28 مفهوم محوری، دسته‌بندی شدند و بر اساس آنها، هشت مفهوم سازماندهی‌شدۀ عوامل زمینه‌ساز پاسخگویی، شامل توفیق الهی، پایداری، آرامش، توکل، بصیرت، مسئولیت‌پذیری، درستکاری و اعمال حسنه، به عنوان عوامل زمینه‌ساز پاسخگویی، در سه حوزۀ شناختی، عاطفی و رفتاری به دست آمد. نتیجه‌گیری: ترویج و توسعۀ آموزه‌های قرآنی حکمرانی اسلامی در نهادهای اداری کشور، که نتیجۀ آن، افزایش اعتماد و رضایتمندی عمومی مردم از دستگاهها و سازمانهای مختلف کشور و کاهش فساد اداری و اخلاقی در حوزه‌های مختلف سازمانی و در نتیجه، افزایش کارامدی، اثربخشی و در نهایت، سلامت سازمانی نظام اداری کشور است.

factors underlying accountability; a strategy for islamic governance in management systems: a qualitative research

this research has been done with the purpose of explaining the concept of accountability through consideration of theoretical foundations and related quranic verses. context: the first part of the indicative research; the universality of the concept of accountability in different temporal, spatial and thematic realms; from being accountable to god to being accountable to people and even being accountable to members and jewels.studying the verses and thinking about them by using light and sample interpretations and by using the cyclic process of analysis.findings: identifying 104 basic concepts of statistics and then categorizing these concepts under 28 core concepts of classification and finally 8 organized concepts of underlying factors of accountability including: divine success, stability, peace, trust, insight, responsibility , honesty, good deeds as factors underlying accountability in three cognitive, emotional and behavioral domains.results: promoting and developing the quranic teachings of islamic governance in the administrative institutions of the country, which results in increasing the public trust and satisfaction of the various institutions and organizations of the country, and reducing administrative and moral corruption in various organizational areas, and as a result, increasing it is the efficiency, effectiveness and ultimately the organizational health of the country’s administrative system.
