شناسایی چالش‌ها و موانع پیاده‌سازی حکمرانی مشارکتی در آموزش عالی کشور

هدف: حکمرانی مشارکتی در آموزش عالی بر مشارکت فعال ذی‌نفعان مختلف در تصمیم‌گیری‌ها و برنامه‌ریزی‌ها تاکید دارد. در عرصه اجرا، پیاده‌سازی حکمرانی مشارکتی به‌سادگی امکان‌پذیر نیست و به‌خصوص در نظام‌های بوروکراتیک موانع و چالش‌های زیادی بر سر راه آن وجود دارد. روش: پژوهش حاضر با بهره‌گیری از روش فراترکیب، به دنبال ارائه دسته‌بندی جامعی از چالش‌های پیاده‌سازی حکمرانی مشارکتی در آموزش عالی بر اساس مطالعات این حوزه و تحلیل آن‌ها بود. روش پژوهش حاضر کیفی با رویکرد اکتشافی بود. یافته‌ها: در این روش با بهره‌گیری از روش فراترکیب و انتخاب حدود 150 مقاله و پژوهش مرتبط که اکثراً از سال 2010 تا 2020 است و از پایگاه‌های علمی معتبر مختلفی جمع‌آوری شده که نهایتاً با استفاده از این روش 100 مقاله منتخب شناسایی و چالش‌های پیاده‌سازی حکمرانی مشارکتی شناسایی شدند. نتیجه‌گیری: چالش‌های پیاده‌سازی در حکمرانی آموزش عالی شامل هشت مقولة،1- چالش‌های ساختاری، 2- مدیریتی، 3- کلان و فراسازمانی، 4- سیاسی، 5- فرهنگی و اجتماعی، 6- برنامه‌ریزی، 7- اقتصادی و مالی و 8- چالش‌های ابزاری است که هرکدام از زیر مولفه‌هایی تشکیل شده‌اند.

identification of challenges and barriers to implementation of corporate governance in higher education

aim: participatory governance in higher education emphasizes the active participation of various stakeholders in decision-making and planning. in practice, the implementation of participatory governance is not easily possible and there are many barriers, especially in bureaucratic systems. the present study seeks to provide a comprehensive classification of the challenges of implementing participatory governance in higher education based on studies in this field and their analysis. method: the method of the present article is meta-synthesis and qualitative with an exploratory approach. in this method, by using the meta-synthesis method and selecting about 150 articles and related researches, mostly from 2010 to 2020, and collected from various valid scientific databases, finally using this method, 100 selected articles were identified and the challenges of implementing participatory governance were identified. results and conclusion: implementation challenges in higher education governance include eight categories: 1- structural challenges, 2- managerial, 3- macro and extra-organizational, 4- political, 5- cultural and social, 6- planning, 7- economic and financial, and 8- instrumental challenges each of which consists of subcomponents.
