مدل سازی ساختاری تفسیری اجرای خط‌ مشی های آموزش عالی کشور با تاکید بر سیاست های اشتغال رهبری

هدف: هدف این مطالعه شناسایی مقوله‌های اصلی اجرای خط‌ مشی‌های عمومی آموزش عالی کشور مبتنی بر سیاست‌های اشتغال رهبری بود. روش: روش پژوهش حاضر آمیخته بود. برای گردآوری داده‌ها با 12 نفر خبره که با استفاده از روش گلوله برفی انتخاب شدند، مصاحبه‌ و برای تایید مدل ارائه شده از روش دلفی استفاده شد. مصاحبه‌ها با روش تحلیل کیفی محتوا، تحلیل شدند و در نهایت الگوی پژوهش با روش مدل‌سازی ساختاری-تفسیری ارائه شد. یافته‌ها: نتیجه به دست آمده مشتمل بر 13 مقوله اصلی بود که براساس نمودار قدرت نفوذ-وابستگی متغیرهای سیاست‌های کلی اشتغال‌ مقام معظم رهبری، زیرساخت فرهنگی‌ و محیط کلان‌ قدرت نفوذ بالا و تاثیرپذیری کمی داشتند. متغیرهای اجرای خط‌‌ مشی‌های اکوسیستم کارآفرینی‌، اجرای خط‌مشی‌های اکوسیستم اسلامی‌ و تحقق دانشگاه نسل سوم‌، بیشترین تاثیرپذیری را داشتند. نتیجه‌گیری: اجرای خط‌مشی‌های آموزش عالی و دانشگاه نسل سوم نقش پیشرویی در بهبود کسب‌و‌کار، خلق ثروت، افزایش سطح رفاه و اشتغال و تحقق سیاست‌های اشتغال مقام معظم رهبری دارد.

interpretive structural modeling of the implementation of the country’s higher education policies emphasizing leadership employment policies

aim: the purpose of this study is to identify the main categories of implementing the general policies of higher education of the country based on leadership employment policies. method: the method of the current research was mixed. to collect data, 12 experts who were selected using the snowball method were interviewed and delphi method was used to validate the presented model. the interviews were analyzed using the qualitative content analysis method, and finally the research model was presented using the structural-interpretive modeling method. results: the result obtained consisted of 13 main categories which, based on the influence-dependence diagram of the variables of the supreme leader’s general employment policies, cultural infrastructure and the macro environment, had high influence and low influence. the variables of implementation of entrepreneurial ecosystem policies, implementation of islamic ecosystem policies and realization of the third generation university were the most influential. conclusion: the implementation of the policies of higher education and the third generation university has a leading role in improving business, creating wealth, increasing the level of welfare and employment, and realizing the employment policies of the supreme leader.
