شناسایی و اولویت‌بندی گزینه‌های تامین مالی دانشگاهها

هدف: پژوهش حاضر با هدف شناسایی کاراترین شیوه‌های تامین مالی در بخش آموزش عالی دانشگاه قم انجام شد. به همین منظور، مطالعات تطبیقی بر الگوهای تامین مالی دانشگاههای برتر جهان برای شناخت و بهره‌مندی از تجارب آنان صورت گرفت. روش: با استفاده از مطالعات کتابخانه‌ای و تحقیقات مرتبط با آن، به مرور پیشینه پرداخته شد. پس از آن، طی مصاحبه‌ای با خبرگان و مسئولان دانشگاه قم، به بررسی گزینه‌های مالی پرداخته شد و در نهایت، با غربال گزینه‌های تامین مالی با استفاده از آزمون بینم، تکنیک آنتروپی شانون و تعیین اولویت گزینه‌های تامین مالی با استفاده از روش کداس، پیشنهاد مناسب به منظور بهبود روش تامین مالی دانشگاه قم ارائه شد. یافته‌ها: عمده روشهایی که دانشگاههای برتر جهان برای تامین مالی خود به کار می‌برند، از چهار منبع اصلیِ کمکهای مالی دولتی، پرداختی‌های دانشجویان، درآمدهای حاصل از سرمایه‌گذاری و ارائه و فروش خدمات و محصولات و کمکهای مالی و موقوفات است. نتیجه‌گیری: اولویتهای گزینه‌های مالی پیشنهادی در حوزۀ آموزش، افزایش جذب دانشجویان شهریه‌پرداز غیر ‌ایرانی؛ در حوزۀ پژوهش، جذب پروژه‌های پژوهشی صنعت و جامعه توسط اعضای هیئت علمی؛ در حوزۀ امکانات و فضاهای کالبدی دانشگاه، استفاده از ظرفیتهای سالنهای اجتماعات و آمفی‌تئاترهای دانشگاه؛ در حوزۀ خیّرین و وقف، گسترش و تنوع‌بخشی دارایی‌های موقوفه دانشگاه و در حوزۀ بودجه و برنامه‌ریزی، استفادۀ حداکثری از ظرفیتهای قانونی در تبصره‌های بودجه تعیین شدند.

identification and prioritizing universities financing options

objectives: in this work, we identify the most effective financing methods in the higher education department of qom university. method: for this purpose, comparative studies were conducted on the financing patterns of the world’s top universities to identify and benefit from their experiences. then, using library studies and related research, the background studies was reviewed. after that, during an interview with experts and officials of qom university, financial options were examined. apperantly, by sifting financing options using the binem test, shannon entropy technique, and finally prioritizing financing options using the kodas method; an appropriate proposal was presented to improve the financing method of qom university.  results:  based on these studies, it was observed that the main methods used by the world’s top universities to finance themselves come from four main sources: government grants, student payments, investment income and the provision and sale of services and products, and grants and endowments. conclusion: accordingly, the priorities of the proposed financial options in the field of education are to increase the attraction of non-iranian tuition-paying students; in the field of research, attracting industry and community research projects by faculty members; in the field of facilities and physical spaces, the university uses the capacities of the meeting halls and amphitheaters of the university; in the field of donations and endowments, expansion and diversification of university endowment assets; and in the area of ​​budgeting and planning, the maximum use of legal capacity was set out in the budget notes.
