طراحی الگوی بازدارنده از تخلفات اداری با اتکا به آموزه‌های نهج‌البلاغه

هدف: هدف از انجام تحقیق حاضر، طراحی الگوی بازدارنده از تخلفات اداری با اتکا به آموزه‌های نهج‌البلاغه در میان کارکنان سازمان تامین اجتماعی تهران بزرگ بود. روش: روش این پژوهش، آمیخته(کیفی و کمّی)، از نوع اکتشافی بود. جامعۀ آماری بخش کمّی تحقیق، شامل مدیران، سرپرستان و کارشناسان مبارزه با تخلفات اداری سازمان تامین اجتماعی تهران بزرگ به تعداد 245 نفر بود که حجم نمونه آن با استفاده از جدول مورگان، 150 نفر تعیین شد. از ابزار پرسشنامۀ محقق‌ساخته در بخش کمّی بهره‌برداری شد. برای سنجش روایی، از روایی محتوایی به شکل کمّی استفاده شده است. پایایی پرسشنامه با استفاده از ضریب آلفای کرونباخ، 848 درصد محاسبه شد که نشان‌دهندۀ روایی و پایایی بالای ابزار به کار رفته در پژوهش(پرسشنامه) است. تجزیه و تحلیل و دستیابی به مدل نهایی با آزمون تحلیل معادلات ساختاری در نرم‌افزار پی.ال.اس صورت گرفت. از تکنیک حداقل مربعات جزیی، برای سنجش مدل کلی تحقیق استفاده شد. یافته‌ها: بر اساس یافته‌های تحلیلی، 348 تم فرعی با رعایت اصل معناشناسی و در سه سطح(پیشگیری، تعالی‌بخشی و مواجهه/درمان)، در خصوص بازدارندگی از تخلفات اداری استخراج شد که در نهایت، طی هم‌اندیشی با خبرگان و با توجه به همپوشانی‌ها، در هفت تم اصلی و 34 تم فرعی دسته‌بندی شدند. بین تمامی محورها و گزاره‌های سه سطح، رابطۀ مستقیم و معنادار وجود دارد. نتیجه‌گیری: مدل بازدارندگی تخلفات اداری با اتکا به آموزه‌های نهج‌البلاغه، بر اساس روابط به دست آمده و هم‌پوشانی این روابط در حوزه‌های فردی، سازمانی و اجتماعی- فرهنگی طراحی شد.

designing a model to prevent administrative violations based on the teachings of nahj al-balaghah

objectives: the aim of this study is to design a model to prevent administrative violations based on the teachings of nahj al-balaghah among the employees of the social security organization of greater tehran. method: the research method is mixed (qualitative and quantitative) and exploratory type has been used. the statistical population of the quantitative part of the research, including managers, supervisors and experts in combating administrative violations of the greater tehran social security organization, was 245 people, and the sample size was determined using morgan able to include 150 people. the researcher-made questionnaire tool has been used in a small part. quantitative content validity (cvr) was used to assess validity and the reliability of the questionnaire was calculated as %848 using cronbach’s alpha coefficient which indicates the high validity and reliability of the tools used in the research (questionnaire). analysis and achievement of the final model is determined by structural equation analysis in software (pls). from the partial least squares technique, the general research model has been evaluated. results: based on the analytical findings,348 sub-themes were extracted in three levels (prevention, excellence and exposure (treatment)) regarding the prevention of administrative violations, observing the principle of semantics. finally, in consultation with the experts, they were categorized into 7 main themes and 34 sub-themes according to the overlap. there is a direct and significant relationship between all the focuses and propositions of all three levels. conclusion: the model of deterrence of malfeasance was designed based on the teachings of nahj al-balagheh based on the obtained relationships and the overlap of these relationships in individual, organizational and socio-cultural fields.
