الگوی راهبردی دیپلماسی دفاعی جمهوری اسلامی ایران با تاکید بر قدرت نرم

این مقاله، به منظور بررسی تاثیر تدوین الگوی راهبردی دیپلماسی دفاعی بر ارتقای قدرت نرم جمهوری اسلامی ایران نگارش شده است. این تحقیق از نوع کاربردی توسعه‌ای است و با غلبه رویکرد کیفی و روش موردی– زمنیه‌ای می‌باشد. شامل دو بخش اسنادی و میدانی(مصاحبه باخبرگان) است. یافته های پژوهش نشان داد مدل‌سازی و ارائه الگو در دیپلماسی دفاعی، از ضرورت های راهبردی ج.ا.ایران محسوب می‌شود. دیپلماسی دفاعی در ساختار راهبردی ج.ا.ایران از این منظر اهمیت دارد که می‌تواند سازوکار جدیدی برای ایفای نقش نهادهای دیپلماتیک نظامی در راستای ارتقای قدرت نرم ج.ا.ایران فراهم آورد. اهمیت دیپلماسی دفاعی تابعی از ضرورت های ایفای نقش منطقه‌ای و بین‌المللی ج.ا. ایران محسوب می‌شود. دیپلماسی دفاعی ج.ا.ایران باید بتواند زمینه های لازم برای بسط قدرت نرم ج.ا.ایران را به وجود آورد. در چنین وضعیتی، دیپلماسی دفاعی بخشی از معادله قدرت در عرصه بین الملل محسوب می‌شود. به هر میزان قابلیت قدرت نرم کشور برای مقابله با تهدیدات افزایش یابد. نیاز راهبردی برای بهره‌گیری از سازوکار متنوع تولید قدرت بیشتر می‌گردد. رویکرد موسع به قدرت نرم می‌تواند دامنه تهدیدات را به زمینه‌های فرصت‌ساز تبدیل کند که نتیجه آن در حوزه تعاملات با واحدهای سیاسی اعتمادسازی بیشتر است. در این جهت دیپلماسی سیاسی با درهم آمیختن دیپلماسی و دفاع در روندی نظام‌مند به ابزاری اثربخش تبدیل می شود که با بکارگیری و تولید قدرت نرم تلاش می‌کند تا از طریق تعامل ملی با سایر واحدهای نظام بین الملل، هدف راهبردی جمهوری اسلامی در پیشگیری و مقابله با تهدیدات مخرب محقق کند. به همین دلیل بازدارندگی به عنوان اصلی‌ترین ملاحظه در تایید حدود عملکرد دیپلماسی دفاعی مورد توجه قرار می‌گیرد.

Strategic Model of Defense Diplomacy of the Islamic Republic of Iran with Emphasis on Soft Power

The purpose of this essay is to examine the impact of building a strategic model of defense diplomacy on enhancing the Islamic Republic of Iran’s soft power. This study is applieddevelopmental in nature, with a strong emphasis on qualitative approaches and case studies. It is divided into two sections: documentary and field (interview with experts). The findings indicated that modeling and modeling in defense diplomacy are two of the Islamic Republic of Iran’s strategic imperatives. Defense diplomacy is critical to the Islamic Republic of Iran’s strategic framework because it may give a new method for military diplomatic institutions to enhance the Islamic Republic’s soft power. The relevance of defense diplomacy stems from the Islamic Republic of Iran’s desire to play a regional and worldwide role. The Islamic Republic of Iran’s defense diplomacy must be capable of laying the groundwork for the growth of the Islamic Republic’s soft power. Defense diplomacy becomes an integral aspect of the equation of power in the international arena in such a circumstance. As the country’s soft power capabilities for countering threats grows, the strategic need to use varied power generating mechanisms grows. A more expansive view of soft power may transform dangers into possibilities, leading in increased trust in interactions with political units. In this light, political diplomacy, by systematically merging diplomacy and defense, becomes an effective weapon for using and producing soft power in order to accomplish a strategic objective via national engagement with other units of the international system. Contribute to the Islamic Republic’s prevention and counteroffensive against damaging threats. As a result, deterrence is seen as the primary factor in establishing the boundaries of defense diplomacy’s role.
