طراحی سیستم استنتاج فازی چندسطحی به منظور سنجش توانمندی استراتژیک، مورد مطالعه: سازمان شهرداری

هدف از انجام این پژوهش، طراحی الگویی جهت سنجش توانمندی استراتژیک یکی از شهرداری‌های استان بوشهر می باشد. بدین منظور، با مطالعه ادبیات نظری، عوامل موثر بر توانمندی استراتژیک سازمان شناسایی و بر اساس آن مدل مفهومی پژوهش طراحی گردید. با مطالعه پیشینه پژوهش، عوامل مدیریتی، انسانیمالی، اجتماعیفرهنگی، تحقیق و توسعه، بازاریابی و ارائه خدمات به عنوان عوامل موثر بر توانمندی استراتژیک سازمان در نظر گرفته شدند. در این مقاله روشی برای سنجش توانمندی استراتژیک سازمان ارائه می‌شود که برای این منظور ابتدا پارامترهای موثر بر توانمندی استراتژیک سازمان تعیین شده و سپس بصورت یک ساختار چند سطحی دسته بندی می‌شوند. با توجه به عدم امکان تعریف تابع ریاضی صریح برای ارزیابی نحوه تاثیر عوامل موثر بر توانمندی استراتژیک سازمان، از کنترلرهای فازی استفاده شده و با کمک سیستم استنتاج فازی ممدانی، یک سیستم استنتاج فازی چند سطحی برای سنجش توانمندی استراتژیک سازمان طراحی شده است. مدل ارائه شده به‌منظور ارزیابی توانمندی استراتژیک سازمان یکی از شهرداری‌های استان بوشهر به‌کار رفته و نتایج حاصل بیانگر  عملکرد منطبق بر واقعیت سیستم استنتاج فازی ارائه شده است. نتایج نشان می‌دهد در سطح اول سیستم، عوامل مدیریتی دارای بیشترین اهمیت هستند و دربین پارامترهای زیرین آن، کنترل و پایش بیشترین تاثیر بر خروجی سیستم دارد.  از آنجا که از متغیرهای زبانی برای بررسی توانمندی استراتژیک شهرداری از نظر شاخص‌های مختلف استفاده شده است،  نمرات فازی در بازه صفر و یک به آن اختصاص داده می‌شود. طراحی سیستم در جعبه ابزار فازی متلب 2018  انجام شده‌است.

Design of Multilevel Fuzzy Inference System to Measure Strategic Capability, Case Study: Municipal Organization

AbstractThe purpose of this study is designing a model to evaluate the strategic capability of one of the municipalities of Bushehr province. Thus, via studying the theoretical literature, the affecting factors on strategic capability of organization has been identified and based on that, a conceptual model of the study has been designed. through studying the literature, managerial, humanfinancial, sociocultural, research and development, marketing and service delivery, considered as effective factors on the strategic capability of the organization. this paper purposes a method for evaluating the strategic capability of the organization through determining and classifying the parameters affecting on strategic capability of the organization in multilevel structures. Due to the impossibility of defining an explicit mathematical function to evaluate the factors impact on organization strategic capability, a multilevel fuzzy inference system is designed through fuzzy controllers with the help of Mamdani fuzzy inference system. The proposed model has been applied to evaluate one of the Bushehr’s province municipality organization, and results shows the performance consistency prolong the fuzzy inference system. Experimental results, which its system has been designed in MATLAB 2018 fuzzy toolbox shows that in the first level of the system, managerial factors are the most important, and control and monitoring have the greatest impact on the system output in the lower level. Fuzzy scores are assigned ranging from zero to one, from that the language variables have been used to evaluate the strategic capability of the municipality in terms of various indicators.
