تبیین عوامل موثر بر قلمروسازی/ گستری دریایی از منظر ساختار کارگزار

قلمرو یک بیان سرزمینی و حقوقی با مرزهای محدود، ثابت و با داشتن حق حاکمیت ملی به شکل یک ساختار معیّن است که این مفهوم گاهی در تضاد و برخورد با منافع کارگزاران (قدرت‌‌ها، حکومت‌‌ها، دولت‌‌ها، تصمیم‌‌گیران سیاسی، ژئوپلیسین‌‌ها و سایر بازیگران قلمروخواه و قلمروگستر) تبدیل به عرصۀ قلمروسازی/ گستری آن‌ها (در هر دو عرصۀ خشکی و دریا) می‌‌شود؛ از‌‌این‌‌حیث قلمروسازی– گستری دریایی تلاشی است برای تسخیر، کنترل و سلطه بر پهنه‌‌های آبی (در ورای قلمرو و مرزهای حقوقی)، با هدف دستیابی به منافع و منابع جغرافیایی قدرت، سلطه و کسب وجهه و منزلت، به‌‌‌طور عام و به‌‌طور اخص در دریا. در این راستا، سوال اصلی مقالۀ مزبور چنین است: مهم‌ترین عواملی که بازیگران را به سمت قلمروسازی/ گستری در عرصۀ دریا سوق می‌‌دهد، چه هستند؟ فرضیه‌‌های مطرح‌شده در پاسخ به سوال تحقیق چنین است: نخست، ذاتی‌بودن قلمروخواهیگستری انسان‌‌ها است. دوم، عدم‌بازدارندگی کامل کنوانسیون حقوقی دریاها (1982) به‌واسطۀ تفسیر و سوء‌استفادۀ منفعتی برخی از کشورها (عمدتاً قدرت‌‌ها) و نسبی‌بودن حاکمیت دولت‌‌‌های ساحلی در مناطق و قلمروهای دریایی که راه را برای قلمروسازیگستری سایرین باز‌می‌‌‌‌کند. سوم، نقش ساختار طبیعی (موقعیتی و مورفولوژیکی) دریا و چهارم، ظرفیت‌‌‌‌های کارکردی (ژئوپلیتیکی، ژئواکونومیکی، گذرگاهی، امنیتی نظامی و...) دریا است، که در‌مجموع برداشت سوداگرایانه از این موارد به‌مثابۀ منابع جغرافیایی قدرت‌‌‌آفرین، توجیه‌‌گر قلمروسازی/ گستری کشورهای مدعی در قلمروهای ثابت حقوقی و ورای آن در مکان و فضاهای دور‌دست آبی است. پژوهش حاضر از حیث روش، ترکیبی از توصیف، تحلیل و تبیین است. اطلاعات مورد‌نیاز براساس روش کتابخانه‌ای گرد‌آوری شده‌است.

Explanation the Effective Factors the TerritorializationMaritime Expansion from the Aspect of Structure Agency

Territory is a territorial and legal expression with limited, fixed boundaries and with the right to national sovereignty in the form of a certain structure, which sometimes contradicts the interests of brokers (powers, governments, states, political decision makers, geopoliticians, and other territorialization and territory expansion actors), becoming territorialization expansion (both in land and Sea). In this sense, territorialization maritime expansion is an attempt to conquer, control and dominate water areas (beyond territory and legal boundaries), with the aim of achieving the geographical interests and resources of power, domination and gaining prestige in general and especially at sea. In this regard, the main question of this article is as follows: What are the most important factors that lead the actors territorialization expansion in the field of the sea? The hypotheses raised in answer to the research question are as follows: First, it is inherent of human territorialization expansion. Second,the lack of complete deterrence with the convention on the law of the sea (1982) due to the misinterpretation and misuse of some countries (mainly powers) andthe relative dominance of coastal states in regions and maritime territories that paves the way for the territorialization expansion of others.Third, the role of the natural structure (positional and morphological) of the seaand the fourth is the functional capacity (geopolitical, geoeconomic, transit, securitymilitary, etc.) of the sea,In general, the utilitarian perception of these cases as a powerful geographical resource,Justifying the territorialization expansion of the claimant countriesIn the fixed realms of lawand beyond it is in places and spaces away from maritime.The present study is a combination of description, analysis and explanation in terms of method.
