ارزیابی اثرات الگوی توسعۀ معدنی صنعتی در ایرانِ مرکزی (مورد شناسی: اثرات مجتمع چادرملو بر شهرستان بهاباد)

امروزه اثرگذاری اقدامات توسعه‌ای در ابعاد اجتماعی، اقتصادی، زیست‌محیطی و کالبدی یکی از مولفه‌های مهم در موفقیت یا شکست اقدامات و الگوهای توسعه محسوب می‌شود؛ به‌طوری که ارزیابی جامع اثراتِ اقدامات و الگوهای توسعه با دیدی کل‌نگر، زمینۀ ارزیابی کامل اثرات و نیل به الگوی اثرگذاری مراکز معدنی صنعتی را ممکن می‌کند. در همین راستا پژوهش حاضر با دیدگاه ارزیابی اثرات جامع و با بررسی تاثیرات معدن چادرملو بر شهرستان بهاباد، در جستجوی میزان تاثیرگذاری مراکز معدنی صنعتی بر سکونتگاه‌های نواحی مرکزی ایران است. این پژوش از منظر ماهیت در ردۀ پژوهش‌های کاربردی و توسعه‌ای بوده و از منظر روش از نوع توصیفی تحلیلی است که با بهره‌گیری از روش‌های اسنادی، کتابخانه‌ای و پیمایشی، اطلاعات موردنیاز پژوهش را گردآوری کرده و سپس با استفاده از آزمون‌های ttest و تحلیل مسیر، به تجزیه‌و‌تحلیل اطلاعات مبادرت کرده‌است. نتایج به‌دست‌آمده از پژوهش نشان می‌دهد که میزان اثرات منفی به‌ترتیب در شاخص‌های اجتماعی فرهنگی و سپس شاخص‌های زیست‌محیطی بیشتر بوده و در شاخص‌های اقتصادی و کالبدی مجتمع چادرملو دارای اثرات به‌نسبت مثبتِ بیشتری بوده‌است. تجربۀ توسعۀ معدنی صنعتی در ایران مرکزی و به‌طور ویژه در شهرستان بهاباد نشان می‌دهد، اگرچه از منظر اقتصادی و در سطوح استانی و ملی این الگوی توسعه نسبتاً موفقیت‌آمیز به‌نظر می‌رسد؛ اما از منظر اقتصاد محلی، زیست‌محیطی و همچنین حوزه‌های اجتماعی فرهنگی با اثرات منفی بسیاری روبه‌رو بوده‌است و توجه به مسئلۀ پایداری توسعه را در مقیاس‌های محلی به‌شدت به چالش کشیده‌است. در مقیاس‌های محلی در مقابل آنچه از دست رفته‌است، برآیند و نتایج بایسته و شایسته‌ای که از آن بتوان به‌مثابۀ «نقش پایدار و مهم توسعۀ معدنی صنعتی در فرایند توسعۀ ایران مرکزی» یاد کرد، وجود ندارد و متاسفانه باید از آن به‌مثابۀ «میراث ناپایدار توسعۀ معدنی صنعتی بر سکونتگاه‌های ایران مرکزی» یاد کرد.

Evaluation of impact assessment of miningindustrial development in central part of Iran; Case study :Chadormalloo Complex Impact on Bahabad County

Nowadays, impacts of developmental measures on social, economic, environmental and physical dimensions is one of the important factors in the success or failure of developmental measures and development patterns. In this regard comprehensive assessments of impacts is essential. In other words, a comprehensive assessment of the effects of developmental measures and development patterns will allow us to fully assess the effects and achieve the model of the impact of industrialmineral facilities. In this regard, the present study is based on a comprehensive impact assessment approach and a review of the impacts of the Chadermulu mine on the city of Bahabad in the search for a model of the impact of mineralindustrial centers on the settlements in the central regions of Iran. From the perspective of the nature of this research, it is a descriptiveanalytical method that by collecting documentation, library and survey methods, collecting the information needed for research and then using Ttest and path analyses to analysis the information has taken place. The results of the research show that the negative effects were higher in sociocultural indicators and then the environmental indicators, and in the economic and physical indicators of the Chadormalloo complex there were more positive effects. The experience of mineralindustrial development in Central Iran, and especially in Bahabad, shows that although this model is relatively successful from the economic point of view and at the provincial and national levels, but from the perspective of the local economy, the environment as well as the sociocultural areas with many negative impacts And has been challenging the issue of sustainable development at local scale. On the local scale, in contrast to what has been lost, there is no real and desirable results that can be described as "the sustainable and important role of mineralindustrial development in the process of developing central Iran", and unfortunately it should be considered as "legacy" Indemnified MineralIndustrial Development on the Process of Destruction of Central Iranian Settlements.
