موانع موثر در مشارکت اجتماعی روستاییان در طرح‌‌های عمرانی (مورد شناسی: دهستان بناجوی شمالی)

مشارکت اجتماعی با توجه به نقش‌پذیری و ایفای نقش ساکنان روستایی در برنامه‌‌‌‌های اقتصادی اجتماعی به‌‌ویژه در طرح‌‌های عمرانی برای دستیابی به اهداف جمعی به‌‌ویژه در مناطق روستایی از اهمیت فوق‌العاده‌‌‌‌ای برخوردار است. در این میان، موانعی در ارزیابی مشارکت اجتماعی روستاییان در طرح‌‌‌‌های عمرانی وجود دارد؛ ازاین‌رو پژوهش حاضر با هدف ارزیابی مهم‌‌‌‌ترین موانع مشارکت اجتماعی روستاییان در فعالیت‌‌‌‌های عمرانی روستایی در دهستان بناجوی شمالی شهرستان بناب است. تحقیق حاضر ازنظر هدف، کاربردی و ازنظر روش، توصیفی تحلیلی است. در این پژوهش، روش نمونه‌‌‌‌گیری تصادفی بوده‌‌است و با فرمول کوکران 320 خانوار در سطح محدودۀ مورد مطالعه، به‌عنوان حجم نمونه تعیین شد. بخشی از داده‌‌‌‌ها براساس مطالعات میدانی (پرسشنامه) و مشاهده (شاخص‌‌‌‌های انتخابی و محقق‌ساخته) و بخشی دیگر با استفاده از مطالعات کتابخانه‌‌‌‌ای جمع‌آوری شده‌‌است. روایی پرسشنامه‌‌‌ها توسط متخصصان مورد بررسی قرار گرفته‌است. ضریب روایی پرسشنامه نیز برابر با 81/0 به‌دست آمده‌است. برای تجزیه‌وتحلیل داده‌‌‌‌ها از مدل anpو نرم‌‌افزار super decisions،spssاستفاده شده‌‌است. نتایج آزمون tتک‌‌نمونه‌‌‌‌ای نشان داد که از بین عوامل مختلف موثر مشارکت اجتماعی روستاییان در طرح‌‌‌‌های عمرانی، به‌‌ترتیب عامل اجتماعی (470/31)، آموزشی ترویجی (269/29)، نهادهای دولتی (925/26)، اقتصادی (351/20)، نهادهای روستایی (721/18) و درنهایت عامل نهاد حقوقی قانونی (231/14) به‌‌ترتیب در رتبه‌‌‌‌های یک تا شش قرار دارند. درنهایت با توجه به نتایج به‌‌دست‌‌آمده با تاکید بیشتر بر عوامل اجتماعی، استراتژی‌‌‌‌های رفع این موانع و راهکارهای پیاده‌‌‌‌سازی این استراتژی‌‌‌‌ها تدوین شده‌‌است.

Effective Obstacles to Social Participation of Villagers in Development Plans(Case Study: Northern Banajooy Village)

Social participation is very important in rural areas due to taking the role and role playing by rural inhabitants in economic and social programs, especially in development plans, to achieve the collective goals in rural areas. Meanwhile, there are obstacles to assessing and prioritizing the social participation of villagers in development plans. Therefore, the present study aims to evaluate and prioritize the most important obstacles in social participation of rural development activities in the northern Banajooy village of Bonab[1]. The present study was conducted by descriptive analyzing method based on library resources, field studies and questionnaire’s completion. In this research, simple random sampling was used and the sample size was determined by Cochran formula. The data were collected from a sample of 320 rural households based on field studies and by using Cochran sampling method. Data collection was done on the basis of selective and researchermade indicators and was done by using a household questionnaire. Validity of the questionnaires was examined by experts (experts in the departments responsible for civil development). The validity of the questionnaire obtained 0.81. To analyze the data, ANP Model and the Super Decisions and SPSS softwares was used. The results of singlesample ttest showed that among the effective various factors of the social participation of villagers in the development plans, these following factors are ranked 1 to 6, respectively : the social (31.474), educationalextension (29.269), state institutions (26.925), economic (20/351), rural institutions (18.721), and the legallawful institutions (14/231) . Finally, according to the results and with more emphasis on social factors, strategies of removing the obstacles and implementing of these strategies was developed.[1] Bonab is a twon
