تحلیلی بر عملکرد شهرهای میانی در توسعۀ منطقه‌ای (مورد شناسی: شهر بابل)

عدم‌تعادل و نابرابری در نظام سکونتگاهی و لزوم دست‌یابی به توسعه و تعادل منطقه‌‌ای موجب توجه روزافزون به شهرهای میانی به‌عنوان یکی از راهبردهای جهانی شده است. در این راستا ضرورت دارد تا نقش و عملکرد این شهرها مورد ارزیابی قرار گیرد. هدف این پژوهش بررسی و تحلیل نقش و عملکرد شهر میانی بابل در توسعۀ فضایی استان مازندران است. روش تحقیق توصیفیتحلیلی با هدف کاربردی است. در جمع‌آوری داده‌‌ها از روش اسنادی و کتابخانه‌ای بهره گرفته شده است. به‌‌‌منظور تجزیه‌و‌تحلیل داده‌‌ها از روش‌‌ها و مدل‌های کمّی نظیر مدل‌‌های جمعیتی(ضریب آنتروپی و ضریب کشش‌پذیری)، مدل‌‌های اقتصادی(ضریب مکانی و مدل تغییر سهم) و مدل‌‌ حوزۀ نفوذ(تئوری نقطۀ جدایی) استفاده شده است. نتایج تحقیق نشان می‌‌دهد که شهر بابل توانسته در تعادل جمعیتی منطقه ایفای نقش کند؛ به‌طوری که بدون وجود این شهر عدم‌تعادل‌های منطقه‌‌ای افزایش می‌‌یابد. از سوی دیگر ارزیابی عملکرد اقتصادی نیز بیانگر آن ‌‌است که شهر از نقش قوی خدماتی برخوردار بوده و می‌‌تواند در توسعه و تعادل اقتصادی استان موثر باشد. همچنین بررسی حوزۀ نفوذ شهر بابل نشان می‌‌دهد که این شهر بخش قابل‌توجهی از خدمات خود را به حوزۀ نفوذ اختصاص داده است. در مجموع نتایج این مطالعه نشان می‌‌دهد، شهر بابل به‌عنوان شهر میانی در استان می‌‌تواند با عملکرد مطلوب به انسجام توسعۀ فضایی استان مازندران کمک کند.

An Analysis on the Performance of Middle Cities in Regional Development(Case Study: Babol City)

Unbalancing  and inequality in the settlement system and the need for regional development and equilibrium have given rise to increasing attention to middle cities as one of the global strategies. In this regard, it is necessary to assess the role and performance of these cities. The purpose of this study is to investigate and analyze the role and performance of Babol  city in the spatial development of Mazandaran province. The research method is descriptiveanalytic with an objective purpose. Documentary and library methods have been used to collect data. In order to analyze the data, quantitative methods and models such as demographic models (entropy coefficient and traction coefficient), economic models (spatial coefficients and share change model), and intrusion model (separation point theory) have been used. The results of the study show that Babol has been able to play a role in the demographic balance of the region, so that without this city, regional inequalities will increase. On the other hand, the evaluation of economic performance also indicates that the city has a strong service role and can be effective in the development and economic balance of the province. Also, the study of the penetration of the city of Babol shows that the city has devoted a significant part of its services to the sphere of influence. Overall, the results of this study show that the city of Babol as a middle town in the province can contribute to the coherence of spatial development in Mazandaran prov.
