آینده پژوهی شکل گیری و رشد سکونتگاه‌های غیررسمی با رویکرد آمایش سرزمین (مطالعه موردی: کلان شهر مشهد)

در شهرهای امروزی سکونتگاه‌های غیررسمی مسائل بیشماری را پیش روی مدیران شهری قرار دادند. کلانشهر مشهد نیز از این قاعده مستثنی نیست. افزایش هزینه‌های زندگی شهری، مهاجرپذیری و جمعیت بالای ساکنان در حریم، این کلانشهر را با خطر ایجاد حاشیه‌ای گسترده و جدید در کنار حاشیه فعلی و به تبع آن چالش‌های پیچیده‌تر در آینده مواجه کرده است. هدف اصلی مطالعه حاضر شناسایی پیشران‌های کلیدی و تدوین سناریوهای آینده سکونتگاه‌های غیررسمی در پهنه استان خراسان رضوی و شهر مشهد است. شناخت وضعیت آینده و تدوین سناریوهای پیش روی سکونتگاه‌ها در چارچوب برنامه‌ریزی با رویکرد آینده‌نگری و آمایش سرزمین یکی از رویکردهای جامع‌نگر در برنامه‌ریزی منطقه‌ای است. پرداختن به عوامل موثر بر آینده سکونتگاه‌های غیررسمی با تعیین نقش سایر سکونتگاه‌های استان موضوعی است که در سایر پژوهش‌های مشابه کمتر مورد توجه قرار گرفته است. روش شناسی مورد استفاده مطالعه توصیفی-تحلیلی بوده و اطلاعات به کمک پرسشنامه جمع‌آوری و به کمک نرم افزار میک مک تحلیل شدند. جامعه آماری شامل 30 نفر از اعضای هیات علمی و کارشناسان خبره دستگاه‌های اجرایی مرتبط با سکونتگاه های غیررسمی در مشهد می‌باشد. یافته‌های مطالعه به 5 عامل قوانین، برنامه و سیاست‌های سطح ملی، نظارت و مدیریت یکپارچه و اولویت نهادهای متولی محلی، خشک‌سالی و فعالیت‌های کشاورزی، بیکاری و تورم به‌عنوان عوامل کلیدی موثر بر آینده سکونتگاه‌های غیررسمی می‌پردازد. نتایج نیز بیانگر آن است که در حالت‌های مختلف سناریو عوامل اقتصادی و مدیریتی بیشترین تاثیر را در آینده سکونتگاه های غیررسمی کلانشهر مشهد و تحولات سایر سکونتگاه های استان به همراه دارند.

the future study of the formation and growth ofinformal settlements with the spatial planning approach: a case study of mashhad metropolis

nowadays, informal settlements in cities have brought about enormous problems before urban management. mashhad as a metropolis is no exception to this phenomenon. the increasing urban living costs, migrants’ intake and high population concentration at the outskirts have encountered mashhad with danger which could further led to complex challenges in the future. the main purpose of this study is to identify the key drivers and formulate future scenarios of informal settlements in khorasan razavi province and its capital city mashhad. identifying the future situation and compiling the settlement expansion scenarios under the futuristic framework is one of the comprehensive approaches in regional planning. addressing the factors affecting the future of informal settlements by determining the role of other settlements in the province is an issue that has received less attention in researches. the method is descriptive-analytical where data is collected through questionnaire and analyzed by mic mac software. the target research population is 30 people including municipal experts and faculty members of universities. the findings indicate 5 factors: laws, programs and policies at the national level, integrated management of local institutions, drought and agricultural activities, unemployment and inflation which are important for the future of informal settlements. the results show that in different scenarios, economic and management factors have the greatest impact on the future of informal settlements in mashhad and the development of other settlements in the province.
