مطالعه وضعیت مغایرت کارکرد با کاربری در شهر تبریز: تاثیرات قانون و آیین نامه ها

هدف اصلی پژوهش حاضر مطالعۀ میزان تحقق کاربری‏های اراضی پیشنهادی طرح تفصیلی 1391 با وضعیت موجود آن در شهر تبریز به سال 1400 و همچنین عوامل موثر بر تغییرات کارکردی کاربری‏ها در محورهای چهارراه آبرسان تا منصور، خیابان 17 شهریور جدید، چهارراه حافظ تا ابوریحان و چهارراه ابوریحان تا نصف‏ راه است.پژوهش حاضر از نوع پژوهش‏های کاربردی بوده و به لحاظ روش توصیفی تحلیلی است. پیش ‏پردازش‏ های لازم بر روی داده ‏ها در نرم ‏افزارهای exel و arcmap صورت گرفت. در ادامه براساس داده‏ های حاصل از برداشت‏های میدانی و نقشۀ طرح تفصیلی، انطباق و عدم انطباق کاربری‏ها بررسی شد. جهت آشکارسازی تغییرات کاربری در وضعیت موجود نسبت به طرح تفصیلی از روش جدول متقاطع در نرم‏ افزار terrest بهره گرفته شد. در ادامه میزان توافق نقشه ‏های کاربری طرح تفصیلی و وضعیت موجود با استفاده از آزمون مجذور کای در نرم ‏افزار spss بررسی شد. همچنین، به بررسی عوامل قانونی و آیین ‏نامه‏ ای موثر بر تغییرات کارکردی کاربری‏ها پرداخته شد.براساس تحلیل‏ها مشخص شد که میزان تحقق کاربری‏های طرح تفصیلی در محدوده‏های موردمطالعه در سطح پایینی قرار داشته و میزان بالایی از مغایرت‏های کارکرد با کاربری در محدوده‏های موردمطالعه وجود دارد. همچنین، در بین عوامل قانونی و آیین‌نامه‌ای مطالعه‌شده، بند 24 مادۀ 55 قانون شهرداری‏ها، کمیسیون مادۀ صد و مادۀ پنج به ترتیب بیشترین نقش را در تغییرات کارکردی کاربری‏های محدوده‏ های مورد مطالعه داشته ‏اند.

studying the situation of land-use conflicts in tabriz: effect of law and regulations

this research aims to study the degree of realization of land uses as recommended in tabriz detailed plan 2012 and its current situation in tabriz. also, it intends to identify the factors affecting the functional changes of land uses at abrasan -mansour, 17shahrivar jadid st., hafez-abu reyhan, and abu reyhan-nesferah corridors.this research is an applied research that has resorted to a descriptive-analytical method. excel and arcmap were used for data pre-processing. the compliance and non-compliance of land uses were investigated based on the data obtained from the survey and the detailed plan map. the cross-tabulation was used in terrset to detect changes in land use patterns in the current state compared to the detailed plan. then, the realization between tabriz detailed plan 2012 and the current state was investigated using the chi-square test in spss software. also, the legislation factors influencing the functional changes of land uses were considered.the results showed that the rate of realization of the detailed plan’s recommended land uses in the studied areas is at a low level. also, there is a high degree of discrepancy between the function and land use. in the legislation factors, paragraph 24 of article 55 of the law on municipalities, article 100, and article 5 commissions have played the most significant role in the functional changes of land uses, respectively.
