تحلیل تاریخی نهادی تغییرات ساختاری وزارت آموزش ‌و پرورش

تغییرات ساختاری در دولت به‌طورمعمول در دولت‌های مختلف به‌صورت مقطعی با رویکردی جزئی و بدون نگاهی کلان رخ می‌دهد. اصلاحات ساختاری دولت نیازمند درک روند کلی این تغییرات از دیدگاهی کلان و در بازه زمانی بلندمدت است. هدف از این پژوهش بررسی تغییرات ساختاری وزارت آموزش‌ و ‌پرورش پس از انقلاب اسلامی تا زمان حال و تحلیل نهادی تاریخی این تغییرات است.شرط اصلاحات ساختاری مطلوب در دولت، شناخت زمینه تاریخی- نهادی شکل‌گیری و تغییر ساختارهاست. راهبرد این پژوهش تفسیری است. در پژوهش تفسیری توصیف‌ها و تفسیرهای چندلایه از پدیده‌ها و رویدادهای اجتماعی آنگونه که اتفاق می‌افتند، انجام می‌شود نه آنگونه که برنامه‌ریزی می‌شوند. بنابراین به‌منظور درک عمیق و یا شناخت یک سازمان باید به شناخت، درک ریشه و زمینه‌های تاریخی آن پرداخت.در این مطالعه با بررسی تغییرات ساختاری وزارت آموزش ‌و ‌پرورش با نگاه تاریخی– نهادی دریافت شد که تعدد مراجع تصمیم‌گیرنده در‌خصوص ساختار وزارت آموزش‌ و‌ پرورش سبب بی‌نظمی و انسجام ‌نداشتن در خط‌مشی‌های کلان این وزارتخانه شده است، به‌طوری‌که اغلب در تعارض با یکدیگر و خنثی کننده تصمیم‌های پیشین یکدیگر بوده‌اند. با وجود آنکه از لحاظ قانونی صلاحیت شورای عالی انقلاب فرهنگی از نظر جایگاه قانونی برای ایجاد تغییر در ساختار دولت محل ابهام است، اما همچنان این مرجع در حاشیه‌ای به‌نسبت امن و نقدناپذیر به گسترش بی‌رویه و گاهی‌وقت‌ها موازی‌سازی در ساختار وزارت آموزش‌ و‌ پرورش ادامه می‌دهد و ضروری است اصلاحات نهادی در مورد به‌رسمیت ‌شناختن مسیری واحد و قانونی برای ایجاد تغییرات ساختاری در وزارت آموزش‌ و‌ پرورش انجام شود.

structural changes in the government usually occur in different governments in a piecemeal manner, with a partial approach and without a macro view. the structural reforms of the government require understanding the general process of these changes from a macro perspective and in a long-term period.the purpose of this research is to examine the structural changes of the ministry of education since the islamic revolution and the historical institutional analysis of these changes.the necessity of the desired structural reforms in the government is to know the historical-institutional context of the formation and change of structures. the strategy of this research is interpretive; therefore, in order to deeply understand or know an organization, it is necessary to know and understand its roots and historical contexts.we found that the multiplicity of decision-making authorities regarding the structure of the ministry of education causes disorganization and incoherence in the policy. this ministry's policies have become so that they often conflict with each other and neutralize each other's previous decisions. even though the legal competence of the supreme council of cultural revolution is ambiguous in terms of its legal position to change the structure of the government, but still this authority is relatively safe and uncriticized in the margin of indiscriminate expansion and sometimes parallelism in the structure of the ministry of education and education continues and it is necessary to carry out institutional reforms in the ministry of education regarding the recognition of a single and legal path to create structural changes.
