شناسایی ملاک‌های ارزیابی پیامدهای اجرای خط‌مشی مالکیت صنعتی در نقشه جامع علمی کشور

دستیابی به آرمان‌های بلند نظام مقدس جمهوری اسلامی ایران مستلزم تلاش همه‌جانبه در تمام ابعاد فرهنگی، علمی، اجتماعی و اقتصادی است. در این راستا، مقوله علم و فناوری از مهم‌ترین زیرساخت‌های پیشرفت کشور و ابزار جدی رقابت در عرصه‌های مختلف می‌باشد. یکی از این زیر مقوله‌های علم و فناوری، مالکیت صنعتی و سیاست‌های اجرایی اقدامات ملی مربوط به آن در نقشه جامع علمی کشور است. این پژوهش با هدف شناسایی شاخص‌های ارزیابی پیامدهای سیاست‌ها و خط‌مشی‌های اجرایی اقدامات ملی مربوط به مالکیت صنعتی از نقشه جامع علمی کشور انجام‌شده است. پژوهش، کیفی و از نوع توسعه‌ای و روش آن تحلیل محتوا است و از نمونه‌گیری هدفمند مشارکت‌کنندگان با حداکثر اختلاف استفاده کرده است. داده‌ها و اطلاعات موردنیاز از مصاحبه‌های ساخت‎ نایافته نتیجه شده است. بدین‌منظور با 13 تن از خبرگان، اساتید و صاحب‌نظران دارای دانش کافی و تجربه عملی، مصاحبه و برای گردآوری داده‌های موردنیاز پژوهش از نرم‌افزار atlas.ti استفاده‌شده است. درمجموع، مفاهیم استخراج‌شده از مصاحبه‌ها در 127 کد اولیه و 5 مقوله اصلی دسته‌بندی شد. درنهایت، 5 مقوله کار آیی، اثربخشی، تداوم و استمرار، بهبود و ارتقاء و استاندارد مداری شناسایی شدند. یافته های پژوهش نشان می دهد 61 شاخص در ارزیابی پیامد سیاست‌ها تاثیرگذارند که در 9 شاخص اجماع بیشتری وجود داشت.

identifying the criteria for evaluating the consequences of implementing the industrial property policy in the comprehensive scientific map of the country

attainment the sublime goals of the islamic republic of iran requires comprehensive efforts in all cultural, scientific, social and economic dimensions. in this regard, science and technology is one of the most important infrastructures of the country’s development and as a mean for competition in various fields. industrial property and related executive policies of national measures included in the comprehensive scientific map of the country is subset to science and technology. this research has been done with the aim of identifying the indicators to evaluate the consequences of policies and executive policies of national measures related to industrial property from the comprehensive scientific map of the country. this qualitative development research uses content analysis method which has used the purposive sampling of the participants with the maximum variation. the data and information gatherd through unstructured interviews. to do so, interviewes were conducted with 13 experts, and the data analyzed by atlas.ti software. in total, the concepts extracted from the interviews categorized into 127 primary codes and 5 main categories.
