حکمرانی رفتار مصرف انرژی برق در ایران: از شکاف در سیاست‌های فنی و رفتاری تا ادراک سیاست‌گذار از مسئله

در سال‌های پیشین بخش خانگی حدود یک‌سوم کل مصرف برق را به‌خود اختصاص داده و این مسئله، تمرکز بر رفتار مصرفی افراد را در سیاست‌گذاری انرژی کشور برجسته ساخته است. هرچند تاکنون ابزارهای متنوعی برای مداخله بر رفتار طراحی شده است، بااین‌حال وجود مشکلات فراوان در بخش انرژی نشان می‌دهد که درک رفتارها، چگونگی تغییر و مدیریت آن در سطح سیاست‌گذاری ملی، به‌شکلی نادقیق و ناقص دنبال شده است. این پژوهش، با درگرفتن رویکرد کیفی و با چرخش از تمرکز بر شناسایی عوامل موثر بر رفتار مصرف‌کننده، به سمت حکمرانی رفتار، سیاست‌گذاران این حوزه را هدف گرفته تا به بررسی نحوه مدیریت و هدایت رفتار مصرف انرژی در کشور بپردازد. جمع‌آوری داده‌ها از طریق مصاحبه‌ با مدیران صنعت برق و تجزیه‌و‌تحلیل آنها با تحلیل مضمون انجام شد. از مهم‌ترین یافته‌های پژوهش وجود دو نوع شکاف درون‌بخشی و بین‌بخشی در سیاست‌های فنی و رفتاری بود که نیاز به تغییر رویکرد و قالب‌بندی دوباره سیاست‌ها را در جهت ایجاد یکپارچگی و توازن در حکمرانی رفتار مصرف انرژی هشدار می‌دهد. این مقاله تاکید می‌کند بهره‌گیری از بینش‌های رفتاری در حکمرانی، تنها محدود به استفاده از ابزارهای رفتاری برای کمک به حل مسائل این حوزه نیست بلکه نیازمند ارتقای ادراک سیاست‌گذاران از مسائل سیاستی بر‌اساس بینش‌های رفتاری است.

governance of electricity consumption behavior in iran: from gaps in technical and behavioral policies to policy makers understanding

todays, because of the household sector consumption amount, the role of individual consumption behavior has been highlighted in energy policy. although various tools has been designed to intervene energy consumption behavior, existence of some problems in energy management sector indicates that at the national level, understanding of behaviors and how to change and manage them has been pursued in an incomplete manner. this research, by adopting a qualitative approach and turning from focuse on factors affecting consumer behavior to behavior governance, aims to investigate how energy consumption behavior is managed. the process of data collection was done through individual interviews and focus group with electricity industry managers. the result of using thematic analysis, showed that there is two types of gaps within and between energy technical and behavioral policies, which warns the need to change in the current approach and reformulate policies in order to create integrity and balance in energy consumption behavior governance. article emphasize the use of behavioral insights is not limited to the use of behavioral tools to solve problems; rather, it requires improvement of policy makers understanding of problems based on behavioral insights.
