اولویت‌بندی عوامل و منابع شناسایی شده سازمان تامین اجتماعی برای اجرای نظام تامین‌اجتماعی چندلایه با رویکرد تلفیقی danp و سناریو‌نگاری

تعادل نداشتن منابع و مصارف، مدیریت سرمایه گذاری ناکارامد و لزوم اصلاحات ساختاری که در نظام کنونی تامین اجتماعی وجود دارد، از یک‌سو و تجربه موفق نظام تامین اجتماعی چندلایه در برخی کشورها از سوی دیگر موجب استقبال از این نظام در ایران شد. پژوهش با هدف شناسایی و اولویت بندی چالش ها و نیروهای پیشران موثر، ارزیابی منابع سازمان ، تدوین و انتخاب سناریو انجام شده است. مدلسازی پژوهش با روش دیمتل و تحلیل داده ها با ای ان پی انجام شد. روش پژوهش توصیفی و مبتنی‌بر نظرسنجی خبرگان ( 45 نفر از مدیران تامین اجتماعی استان اصفهان) است. نتاج نشان داد که اثرگذارترین گروه چالش، »چالش‌های بیمه و بازنشستگی « است و عامل »نزدیکی به نقطه سربه‌سر مالی « به‌عنوان مهم‌ترین زیرچالش محسوب می‌شود. همچنین دو عامل »تامین منابع مالی پایدار « و »تعامل با نهادها و سازمان‌های مرتبط « به‌عنوان دو نیروی پیشران استقرار این نظام شناسایی شدند. با قرار دادن این دو پیشران در ماتریس شوارتز، محتمل‌ترین سناریو، سناریوی کندوی بی عسل تشخیص داده شد.

Prioritize identified factors and resources of the Social Security Organization to establish of multi-pillar social security system with combined approach of DANP and scenario writing

Imbalance between resources and expenditures, inefficient investment management of available, the need for structural reform and the successful experience of a multipillar social security system in some countries, have encouraged this system in Iran. Research aims to identify and prioritize the challenges and impeller forces effective in the implementation of this system and evaluate the resources organization and develop and select scenario. The research modeling was carried out using DEMATEL technique and data analysis done with ANP. The research method is descriptive, and based on a survey of experts that includes 45 social security managers in Isfahan province. The results showed that the most effective challenge group is the Challenges of Insurance and Retirement and the Proximity to The Financial Breakeven Point is a major subchallenge. Also, two factors of sustainable financing and interaction of related institutions and organizations were identified as two forces behind the establishment of this system. By placing these two propellers on the Schwartz matrix, the most probable scenario detected as the Honey free hive.
