شناسایی و اولویت‌بندی ارزش‌های خدمات عمومی در بخش دولتی ایران

ارزش‌های بخش عمومی از ارکان مهم این بخش تلقی می‌شوند؛ شناسایی این ارزش‌ها حایز اهمیت است چرا که آنها به‌عنوان قطب‌نما، هدایت‌گر همه فعالیت‌های سازمان‌های دولتی هستند. مقاله حاضر با هدف تعیین ارزش‌های عمومی موردقبول در بخش دولتی ایران انجام شده است. برای این منظور ارزش‌های شناسایی‌شده از ادبیات نظری با استفاده از روش دلفی فازی و بر مبنای خرد جمعی بررسی شدند. براساس نتایج حاصل از پژوهش، ارزش‌ها در 5 دسته (اخلاقی، حرفه‌ای، دموکراتیک، انسانی و دینی) قرار می‌گیرند. یافته‌های به‌دست‌آمده از این مرحله با استفاده از پرسش‌نامه و برای اولویت‌بندی ارزش‌ها بین کارکنان سازمان برنامه و بودجه بدست آمده است. براساس نتایج این بخش ارزش‌هایی مانند صداقت، حق‌گرایی و صرفه‌جویی در اموال عمومی از اولویت بالاتری برخوردار بودند و برتری و نمایندگی در پایین‌ترین اولویت قرار دارند.

Identifying and prioritizing Public Service Values in Iran’s Public Sector

Values of public sector are considered to be key elements in this sector; identifying these values is important because they have guiding role for public sector as a compass. This paper aims to determine public acceptance values in Iranchr('39')s public sector. To this end, the identified values of theoretical literature were investigated using a fuzzy Delphi method based on consensus. Based on results of the research, values were identified in five categories (ethical, professional, democratic, human and religious). The findings of this phase were distributed among the staff of the Program and Budgeting Organization using a questionnaire to prioritize values. According to the results of this section, values such as honesty, fairness and saving in public property have higher priority and superiority and representation were the lowest priority.
