تحلیل جریان‌های اثرگذار در سیاست‌گذاری عدالت جنسیتی ج.ا.ایران در چارچوب مدل سه جریان کینگدان

عدالت جنسیتی یکی از مباحث مهم در حوزه عدالت اجتماعی است. عدالت جنسیتی مفهومی است که در پی تحقق کامل حقوق و فرصت ها برای همه ی جنسیت ها می شود. این موضوع شامل نیمی از جمعیت کشور می شود. اسناد بالادستی از جمله قانون اساسی و فرامین امامین انقلاب بر تحقق این موضوع تاکید ویژه ای دارند. از این رو، تدوین سیاست های عادلانه در این حوزه از جمله وظایف مهم دولت در عرصه سیاست گذاری است. بررسی برنامه ها و سیاست های دولت های بعد از پیروزی انقلاب اسلامی، رویکردهای متفاوتی را در سیاست های عدالت جنسیتی نشان می دهد. در این پژوهش، بهمنظور بررسی چرایی این چرخش ها و رویکردهای متفاوت، تلاش شده است، به صورت کیفی و براساس مدل سه جریان کینگدان، جریان های اثرگذار در سیاست گذاری عدالت جنسیتی ج.ا.ایران در دولت های با گفتمان اصلاح طلب، عدالت محور، اعتدال گرا و انقلابی تحلیل گردد. نتایج حاصله حاکی از آن است که تلاقی سه جریان مسئله، جریان سیاسی و جریان سیاستی در سیاست گذاری عدالت جنسیتی دولت های ج.ا.ایران اثرگذار بوده و با روی کار آمدن دولت ها و تغییر مدیریت کلان کشور، متناسب با رویکرد و گفتمان حاکم بر آنها، سیاست ها و برنامه هایی متفاوت در حوزه مطالبات زنان و عدالتجنسیتی اخذ گردیده است.

analysis of influential streams in gender justice policy-making in the islamic republic of iran within the framework of kingdon’s three-stream model

gender justice is one of the important issues in the field of social justice, which aims at the fair distribution of resources, facilities and opportunities between men and women. formulating fair policies in this field is one of the important duties of the government in the field of policy making. examining the programs and policies of post-revolutionary governments indicates the adoption of different approaches to gender justice. the question is that this change of approaches in the politics of gender justice in iran is influenced by what currents? therefore, in this research, qualitatively and within the framework of kingdon’s three currents model, effective currents in gender justice policy making in iran in governments with reformist discourse, justice-oriented, and moderation have been tried. oriented and revolutionary to be examined and analyzed. the obtained results indicate that the intersection of the three problem currents, the political current and the policy current has been effective in the gender justice policies of the governments of j.a. also, in accordance with the relevant approach and discourse, follow up and adopt different policies and programs in the field of women’s demands and gender justice, and as a result, it has caused a part of women’s issues to remain and the non-establishment of gender justice.
