طراحی مدل توسعۀ سرمایۀ انسانی مبتنی بر اهداف قانون برنامۀ هفتم توسعۀ کشور: رویکرد توسعۀ اقتصاد دیجیتال

زمینه و هدف: توسعۀ سرمایۀ انسانی، یکی از اهداف بسیار مهم برنامه‌های توسعه در هر کشوری است و پیامدهای مستقیم و غیرمستقیم فراوانی روی توسعۀ پایدار دارد. پژوهش حاضر با هدف طراحی مدل توسعۀ سرمایۀ انسانی، مبتنی بر اهداف قانون برنامۀ هفتم توسعۀ کشور (رویکرد توسعه اقتصاد دیجیتال) انجام شده است.روش: این پژوهش کاربردی با رویکرد استقرایی اجرا شد. شناسایی عوامل با رویکرد کیفی و با استفاده از روش تحلیل مضمون انجام گرفت. مشارکت‌کنندگان پژوهش، اعضای هیئت علمی و مدیران دانشگاه‌های برتر شهر تهران به تعداد 16 نفر بودند که با روش نمونه‌گیری هدفمند انتخاب شدند. برای پیمایش دیدگاه مشارکت‌کنندگان پژوهش، از مصاحبه نیمه‌ساختاریافته استفاده شد. برای بررسی اعتبار یافته‌ها، از راهبردهای مراجعه مجدد به مشارکت‌کنندگان و جلب توافق ایشان و بررسی توسط همتایان استفاده شد.یافته‌ها: مدل توسعۀ سرمایۀ انسانی مبتنی بر اهداف برنامۀ هفتم توسعه، از سه بُعد تشکیل شده است که عبارت است از: الزامات اقتصاد دیجیتال، دانشگاه تراز اقتصاد دیجیتال و توسعۀ سرمایۀ انسانی (توسعۀ شایستگی‌های دیجیتال و شایستگی‌های نرم).نتیجه‌گیری: نتایج این پژوهش می‌تواند برای مدیریت توسعۀ سرمایه‌های انسانی کشور، مبتنی بر اهداف برنامۀ هفتم توسعه (توسعۀ اقتصاد دیجیتال)، شناخت مفیدی فراهم سازد. توجه هم‌زمان به چیستی، چگونگی و چرایی توسعۀ سرمایۀ انسانی، وجه تمایز برجستۀ این پژوهش به شمار می‌رود.

designing the human capital development model based on the objectives of the law of the 7th national development plan: the digital economy development approach

background purpose: human capital development is one of the most important goals of development programs in any country and has many direct and indirect consequences on stable development. the current research was conducted with the aim of human capital development model based on the objectives of the law of the 7th development plan of the country through the digital economy development approach.methodology: this applied research was done with an inductive approach. factors have been identified with a qualitative approach using thematic analysis method. the participants of the research included faculty members and managers of the top universities of tehran, 16 of whom were selected through purposive sampling. a semi-structured interview has been used to survey the views of the research participants. in order to check the validity of the findings, the strategies of revisiting the participants and getting their agreement and peer review were used.findings: the human capital development model based on the goals of the 7th development plan includes the three dimensions of digital economy requirements, digital economy level university and human capital development (development of digital and soft competencies).conclusion: the results of this research can provide beneficial understanding in this field to manage the development of human capital based on the goals of the seventh development program (development of the digital economy). simultaneously paying attention to what, how, and why human capital development is the outstanding distinguishing feature of this research
