شناسایی و تبیین پیشایندها و پسایندهای فراست سیاسی مدیران دولتی با استفاده از رویکرد دلفی فازی

زمینه و هدف: فقدان شاخص‌های دقیق برای ارتقا و همچنین، اهداف سازمانی مبهم، فرایند توسعه مسیر شغلی و دستیابی به چشم‌اندازهای ترسیم شده را دشوار کرده است. با وجود این، مدیرانی که از فراست سیاسی برخوردارند با تحلیل صحیح سازمان، برقراری ارتباطات استراتژیک و مدیریت کارکنان کلیدی سازمان، اهداف خویش را محقق می‌سازند. هدف پژوهش حاضر، شناسایی و رتبه‌بندی پیشایند­ها و پسایند­های فراست سیاسی مدیران دولتی است.روش: این پژوهش از نظر هدف کاربردی به‌شمار می‌رود، از حیث نحوه گردآوری اطلاعات توصیفی پیمایشی محسوب می‌شود و از لحاظ نوع‌شناسی در زمره پژوهش‌های آمیخته با رویکرد کیفی و کمّی قرار می‌گیرد که پارادایم قیاسی استقرایی را در پیش گرفته است. مشارکت‌کنندگان بخش کیفی، 18 نفر از استادان رشته مدیریت و علوم سیاسی دانشگاه‌های منتخب کشور بود که به‌صورت هدفمند به‌عنوان نمونه انتخاب شدند. تجزیه و تحلیل داده‌های این مرحله به‌روش تحلیل تم انجام گرفت. جامعه آماری بخش کمّی، مدیران میانی سازمان‌های دولتی استان آذربایجان غربی بود که با استفاده از روش نمونه‌گیری غیراحتمالی در دسترس، حجم نمونه 29 نفر تعیین شد. تحلیل داده‌های این مرحله نیز به‌کمک روش دلفی فازی صورت پذیرفت.یافته‌ها: داده‌های به‌دست‌آمده از مصاحبه‌ها در بخش کیفی به‌کمک نرم‌افزار atlas.ti و با روش تحلیل تم بررسی شد. داده‌های بخش کمّی و تحلیل نهایی نیز با استفاده از روش دلفی فازی انجام گرفت. با استفاده از داده‌های کیفی به‌دست‌آمده از مصاحبه‌های اکتشافی، پیشایندها و پسایندهای فراست سیاسی مدیران دولتی در قالب 24 عامل مشخص شد، سپس این عوامل در بخش کمّی رتبه‌بندی شدند.نتیجه‌گیری: بر اساس نتایج پژوهش، فراگیری تاکتیک‌های نفوذ، آگاهی از نحوه کار سیستم، دانش و مهارت سیاسی، آینده‌نگری و تحلیل محیط و جوّ سازمان، پیشایندهای بسیار مهم فراست سیاسی مدیران دولتی هستند. از میان پسایندهای فراست سیاسی مدیران نیز، امنیت شغلی، ارتقای سلسله‌مراتبی، تشکیل ائتلاف‌‌های سودمند و مقبولیت سازمانی، اهمیت بیشتری دارند.

Identifying and Explaining the Prerequisites and Consequences of Political Acuity of State Managers Using the Fuzzy Delphi Approach

Background & Purpose: The lack of precise criteria for promotion as well as ambiguous organizational goals have caused both the process of career path development and the outlined prospects achievement difficult. Nevertheless, managers, who have political acuity, achieve their goals by properly analyzing the organization, establishing strategic relationships, and managing key persons in the organization. The purpose of this study is to identify and explain the prerequisites and consequences of political acuity of state managers.Methodology: This study is applied in terms of purpose and descriptive survey regarding data collection. Furthermore, this study used qualitativequantitative mixed approach in the deductiveinductive paradigm. The participants who were involved in the qualitative phase were 18 professors of management and political science selected via purposive sampling and the extracted data was analyzed using theme analysis. Besides, 29 middle managers from governmental organizations in West Azerbaijan Province were chosen to take part in the quantitative phase using a nonprobability sampling method.Findings: In the qualitative phase, the data obtained from the interviews were analyzed via theme analysis using ATLAS.ti software, and the quantitative phase of the research in addition to the final analysis were conducted using the Fuzzy Delphi Method. Using qualitative data obtained from exploratory interviews, the prerequisites and consequences of political managers were identified in the form of 24 factors, then by extracting these factors, they were ranked through quantitative research.Conclusion: The results revealed that influence tactics learning, knowledge of way the system works, political knowledge and skill, foresight and analysis of the environment and atmosphere of the organization are the most important prerequisites of political acuity of government managers. Also, among the most important consequences of political acuity of government managers are job security, hierarchical promotion, formation of beneficial coalitions, and organizational acceptance.
