بررسی ساختار اداری هیئت امنای کتابخانه‌های عمومی ایالات متحده امریکا به منظور ارایه الگویی برای کاربست در انجمن‌های کتابخانه‌های عمومی ایران

هدف: هدف از انجام این پژوهش مطالعه ساختار اداری هیات امنای کتابخانه های عمومی کشور ایالات متحده آمریکا در راستای ارائه الگویی برای کاربست در انجمن های کتابخانه های عمومی کشور ایران است. روش: پژوهش حاضر کاربردی بوده و ازنظر روش شناسی از نوع تحلیل محتوای کمی و کیفی است. برای پاسخگویی به سوالات پژوهش در خصوص کتابخانه های عمومی ایالات متحده امریکا از قوانین ایالتی، دست نامه‌ها، فصلنامه ها، استانداردها، جعبه ابزارها و راهنماهایی است که هیئت‌امنا کتابخانه های عمومی، انجمن هیئت‌امنا، دپارتمان کتابخانه، دپارتمان آموزش و کتابخانه های ایالتی در هر ایالت منتشر کرده‌اند، استفاده شد. برای شناسایی کتابخانه‌های مورد بررسی و اشخاص و ارکان هر کتابخانه نیز از وب‌سایت com.www.publiclibraries ، www.ala.org و موتورهای جستجو و شبکه‌های اجتماعی استفاده شد.یافته‌ها: یافته‌های این پژوهش نشان داد که تمرکز اعضای هیئت ‌امنای کتابخانه‌های عمومی ایالات‌متحدۀ آمریکا بیشتر بر مباحث مالی، اداری، انسانی و سیاست‌گذاری است؛ مباحث مربوط به ارتباط با جامعه، مجامع رسمی و قانونی اجتماعی، مشارکت، هماهنگی و همکاری بین هیئت‌ها، انجمن‌ها و مجامع، مباحث آموزشی و کارگاهی، نظارت بر قراردادها و .... نیز از دیگر وظایف این هیئت‌ها هستند؛ در ترکیب اعضای آن‌ها تنوع در وظایف و مسئولیت‌ها در مناطق جغرافیایی مختلف به‌روشنی قابل‌مشاهده است؛ وظایف و اختیارات آن‌ها به‌صورت تفصیلی و با رویکرد عمل‌گرایانه‌تری تدوین‌شده‌اند و بیشتر انعکاسی از وجه محلی کتابخانه‌ها هستند؛ رویه تعریف‌شده‌ای برای انتصاب یا انتخاب اعضای هیئت‌امنای آن‌ها وجود ندارد و رویه انتصاب اعضای هیئت‌امنای کتابخانه های عمومی هر ایالت تقریباً با سایر ایالت‌ها متفاوت است؛ اغلب اعضای آن‌ها را اعضای حقیقی تشکیل می‌دهند؛ 41 درصد آن‌ها در موسسات غیرانتفاعی مشغول به کار هستند؛ 57 درصد اعضای آن‌ها را زنان تشکیل می دهند؛ میانگین سنی اعضای آن‌ها 47 سال بود.ارزش/ اصالت: این پژوهش توصیه می‌کند ساختار اداری انجمن‌های کتابخانه‌های عمومی ایران بر اساس ساختار اداری حاکم بر هیئت امنای کتابخانه‌های عمومی ایالات‌متحده آمریکا به شکلی تغییر یابند که با ترکیبی متوازن از حمایت‌های محلی و دولتی برخوردار باشند، و نسبت به تنوع جمعیتی، جنسیتی، سنی، شغلی، و کارکردی آن‌ها در انجمن‌های آن‌ها اهتمام لازم وجود داشته باشد. همچنین باید وظایف و کارکردهای نوینی برای انجمن‌های کتابخانه‌های عمومی ایران تعریف‌شده و میزان اختیارات آن‌ها افزایش یابد. درنهایت پیش‌بینی می‌شود با بهره‌گیری از تجارب سایر کشور و به‌تبع آن افزایش وظایف و اختیارات انجمن‌های کتابخانه‌های عمومی ایران، وجه محلی کتابخانه‌های عمومی ایران تقویت‌شده و روند تصمیم‌گیری نیز سرعت خواهد گرفت.

investigating the administrative structure of the board of trustees of the united states of america public libraries in order to provide a model for use in public library associations of iran

objective: the purpose of this study is to investigate the administrative structure of the board of trustees of the united states of america public libraries in order to provide a model for use in public library associations of iran. methodology: the present study is an applied research and is a quantitative and qualitative content analysis in term of metodology. to answer research questions about us public libraries, the laws and guideline of the board of trustees of the united states of america public libraries were used. www.publiclibraries.com, and www.ala.org websites, and search engines and social networks were used to identify the libraries under study and the persons, authorities and structures of each library.findings: the findings show that us public library board of trustee’s members, focus more on financial, administrative, human, and policy issues; topics related to community relations, formal and legal social assemblies, participation, coordination and cooperation between boards, associations and assemblies, educational and workshop topics, monitoring contracts, etc. have also recently been added to this type of tasks; in the composition of their members, there is a variety of duties and responsibilities in different geographical areas; their duties and powers are more detailed and realistic and represent the local face more vividly; there is no defined procedure for appointing or electing their board of trustees, and the procedure for appointing board members of public libraries in each state is almost different from other states; most of their members are real members; most of their members work in non-profit organizations; most of their members are women; the average age of their members was 47 years.conclusion: finally, it was suggested that the administrative structure of public libraries in iran be changed based on the administrative structure of public libraries in other countries in such a way that they have a balanced mix of local and state support, and iran public libraries associations emphasize more on demographic, gender, age, occupation of their members. also, new duties and functions should be defined for iranian public library associations and their powers should be increased. finally, it is predicted that by taking advantage of the experiences of other countries and consequently increasing the duties and powers of iranian public library associations, the local aspect of iranian public libraries will be strengthened and the decision-making process will be accelerated.
