شناسایی و اولویت‌بندی نیازهای معلولان به‌منظور ارائۀ خدمات و طراحی برنامه‌ها در کتابخانه‌های عمومی

هدف: هدف پژوهش حاضر شناسایی مهم‌ترین نیازهای معلولان (جسمیحرکتی، نابینایان و کم‌ بینایان، ناشنوایان و کم ‌شنوایان) کشور به‌منظور ارائه و طراحی خدمات و برنامه ‌های کتابخانه‌ های عمومی ایران است.روش: پژوهش حاضر از نظرِ هدف، کاربردی و از نظرِ ماهیت، توصیفیتحلیلی و از نظرِ روش اجرا، پیمایشی بود که به‌صورت مقطعی انجام شده است. نمونۀ آماری متشکل از 82 نفر از سه گروه معلولان جسمیحرکتی، نابینایان وکم ‌بینایان و ناشنوایان و کم‌شنوایان 15 سال به بالا بود که به‌روشِ نمونه‌ گیری خوشه ‌ای چندمرحله ‌ای از 10 استان انتخاب شدند. ابزار گردآوری اطلاعات سه پرسش‌نامۀ محقق‌ساخته بود. برای تجزیه‌و‌تحلیل داده ‌ها و ارائۀ آمار توصیفی و تحلیلی از نرم‌ افزار spss ویرایش 23 استفاده شد.یافته‌ ها: نتایج نشان داد وجود کتابداران متخصص با برخورد مناسب، داشتن آسانسور یا بالابر و حمایت مسئولان از نیازهای معلولان، برای معلولان جسمیحرکتی مهم‌ترین نیاز بوده است. در گروه نابینایان و کم‌ بینایان، وجود آسانسور مجهز به دکمه ‌های بریل در صورت چندطبقه بودن کتابخانه، تخصیص بودجۀ مناسب برای تامین منابع موردنیاز و فراهم کردن دسترسی به فهرست کامل کتاب‌های گویای موجود در کتابخانه‌ های عمومی کشور از طریق اینترنت جزء نیازهای دارای اهمیت این گروه بوده است. در گروه ناشنوایان و کم‌ شنوایان نیز برگزاری برنامه‌های گروهی و اردوهای تفریحی، وجود مترجمان آشنا به زبان اشاره در کتابخانه و برگزاری کلاس‌های آشنایی با زبان اشاره از جملۀ مهم‌ترین نیازها بوده است.اصالت/ارزش: تاکنون پژوهشی در داخل کشور در این حجم از نظرِ گستردگی جامعۀ موردبررسی و در نظر گرفتن نیازهای سه گروه از معلولان (معلولان جسمیحرکتی، نابینایان و کم‌بینایان، ناشنوایان و کم‌ شنوایان) انجام نگرفته است. کتابخانه ‌های عمومی می‌ توانند با در نظر گرفتن نیازهای گروه ‌های مختلف معلولان، با ارائۀ خدمات مناسب به معلولان، در زمینۀ توانمندسازی آنان و فراهم کردن دسترسی برابر به اطلاعات و در نتیجه کمک به فراهم کردن شرایط زندگی بهتر برای آنان مساعدت کنند.

Identifying and Prioritizing the Disabled Needs to Design and Plan Suitable Services in Public Libraries

Purpose: Disability is a biosocial reality that is defined as an obstacle to a person rsquo;s ability in doing an activity in a natural position. People with disabilities are the largest minority in the international community, and more than twothirds of the world rsquo;s disabled people are living in developing countries. The present study aimed to identify and prioritize the most important needs of the disabled in order to design and plan suitable services for Iranian public libraries.Method: The present research is an applied study in terms of purpose, a descriptiveanalytical one in terms of nature, and a survey in terms of the method of implementation, and was conducted during a particular period. The statistical population of this study consisted of all physically disabled, blind and visually impaired, deaf and hard of hearing people aged 15 and over 15 who were under the auspices of the Welfare Organization. Using sample power software, the sample population for every group of disabled consists of 82 people that were selected by multistage cluster sampling among 10 provinces of Iran. The data gathering tool was 3 researchermade questionnaires which were used in two print (paper) and online formats. Two questionnaires related to the deaf and physically disabled, in addition to the paper questionnaire, were designed in the online format using WordPress. The questionnaire for the blind was designed by Google Form due to the need to coordinate with screen reader software. To analyze data, SPSS version 23 was used.Findings: Friedman statistical test was used to rank the needs. The result of the study showed that expert librarians with proper behaviors, having Elevator or Lift if the library is multistorey building, and supporting the need of disabled by managers and other responsible people were the most important needs for physically disabled persons. In the blind and visually impaired group, having elevator with a braille button if the library is multistorey building, allocating suitable budget for providing related resources and providing access to full catalogs of audiobooks in Iranian public libraries via the Internet, were in the top priorities. Among the deaf and hard of hearing people, holding group programs and recreational trips, presence of translators familiar with sign language skills and holding sign language classes were among the top third highpriority needs.Originality/value: Up till now, no research has been conducted on a population as wideranging as the population of this research to consider diverse needs of three groups of the disabled. Public libraries can help empower the disabled people and provide them with equal access to information by considering various needs of them, thus providing a better life conditions for them.
