موانع و راهبردهای ارائۀ خدمات کتابخانه‌های عمومی به گروه‌های قومی و اقلیت‌ها در جوامع چندفرهنگی بر اساس تجربیات جهانی

هدف: این مطالعه با مرور نظام‌مند متون پژوهشی در حوزۀ خدمات اطلاعاتی کتابخانه‌های عمومی به اقوام و اقلیت‌ها، به تحلیل وضعیت آن پژوهش‌ها از جنبه‌ های گوناگون می‌ پردازد. بر این اساس، موانع خدمت دهی به اقوام و اقلیت ‌ها و راهبردهای رفع موانع مذکور بر اساس متون پژوهشی بررسی‌شده ارائه شده‌اند.روش: مطالعۀ حاضر ازنظر هدف کاربردی، و مبتنی بر چارچوب مطالعه نظام‌مند پریسما انجام شده است. برای جمع‌آوری متون پژوهشی مرتبط در چند پایگاه‌ اطلاعاتی کلیدواژه‌های تخصصی این حوزه جست‌وجو صورت گرفت و تعداد 314 مدرک به زبان انگلیسی شناسایی شد. با مطالعه و بررسی چکیدۀ منابع، موارد تکراری و یا غیرمرتبط با موضوع حذف شدند. درنهایت، با اعمال پالایش اولیه، معیارهای ورود و خروج از مطالعه و کنترل توسط متخصصان، تعداد 40 متن پژوهشی انگلیسی برای مرور نظام‌مند انتخاب شدند. اطلاعات به‌دست‌آمده، با تلخیص مطالب در قالب جدول و نمودار ارائه شده است.یافته‌ ها: مرور پژوهش‌ ها نشان داد که اغلب پژوهش‌های مرتبط با ارائۀ خدمات به اقوام و اقلیت‌ها در کتابخانه‌های عمومی به‌طور پراکنده صورت گرفته است و بیشتر آن‌ها در دنیای غرب و با استفاده از ابزارهای متعدد و گردآوری داده از کاربران مورد پیمایش قرار گرفته است. درمجموع، 17 مانع در قالبِ موانع مربوط به مدیریت کتابخانه، موانع ادراکی و ارتباطی، موانع مربوط به محیط خارجی و موانع مربوط به ماهیت اجتماع اقوام و اقلیت‌ها دسته‌بندی شدند. در این رابطه، 20 راهبرد ارائه‌شده و مصادیق اجرای آن نیز مورد توجه قرار گرفته است. در میان این راهبردها، استخدام کارکنان آشنا با فرهنگ و زبان اقوام و اقلیت‌ها، و توسعۀ حرفه‌ای آن‌ها، مجموعه ‌سازی حساس به فرهنگ و بازاریابی و تبلیغات کتابخانه‌های عمومی مهم‌ترین راهبردهای موفقیت در ارائۀ خدمت کتابخانه های عمومی در جامعۀ چندفرهنگی است.اصالت/ارزش: بررسی منابع اطلاعاتی داخلی و خارجی نشان داد تاکنون هیچ پژوهشی به مرور نظام‌ مند پژوهش‌های حوزۀ خدمات کتابخانه‌های عمومی در جوامع چندفرهنگی به اقوام و اقلیت‌ها نپرداخته است. ازاین‌رو، مرور منابع علمی و پژوهشی منتشرشده برای داشتن دیدی جامع نسبت به خدمات کتابخانه‌ای در جوامع چندفرهنگی ضروری است.

The Barriers to Provision of Public Library Services to Ethnic and Minority Groups in Multicultural Societies Based on Global Experiences

Purpose: This study systematically reviews the original research works in the field of public library services to ethnic and minority groups from various aspects. According to this goal and based on the relevant literature, the barriers of library services to ethnic and minority groups as well as the strategies to address those barriers have been presented.Method: This is an applied research in terms of purpose which has been conducted based on the Prisma guidelines. To collect the relevant literature, subject keywords were searched into several known scientific databases, through which 314 documents in English were retrieved. By applying inclusion and exclusion criteria, all documents were examined, from whom repeated or irrelevant ones were omitted. Finally, 40 original research works were chosen for further analysis.Findings: The review of literature showed that most studies on the provision of public libraries services to ethnic and minority groups have been carried out in the Western world using various tools and users rsquo; surveys. Totally 17 barriers were identified, which fall into 4 main categories including: ldquo;managementrelated Barriers rdquo;, ldquo;perceptual and communication barriers rdquo;, ldquo;environmentrelated barriers rdquo;, and ldquo;barriers related to the nature of minority communities rdquo;. To address these barriers, 20 strategies have been suggested in the reviewed research works. Recruitment of staff who are familiar with the culture and language of ethnic and minority groups, professional development of staff, developing collection which is culturally sensitive, and library marketing and publicity are the most important strategies to achieve success in providing services in a multicultural society.Originality/value: The review of internal and external information resources showed that no systematic review has already been conducted on the public library services to ethnic and minority groups in multicultural societies. Therefore, in order to have a general picture of the services offered in multicultural societies, a systematic review of original research works is essential, which the current research has embarked on.
